Abstract
Russia’s emergence as the world’s largest territorial empire was achieved through the annexation of neighboring lands and the expansion of control deep into the Eurasian continent. Unlike maritime empires, the Russian Empire expanded through what scholars have termed “internal colonization,” or, as 19th-century Russian historians called it, “self-colonization.” Within this framework, Siberian fortresses were established as frontier outposts designed to subdue indigenous populations, collect fur tributes, and facilitate further eastward expansion. Over time, these military sites evolved into urban centers. The construction of Orthodox churches and the migration of Russian settlers—particularly peasants—transformed these areas into spaces reflecting Russian cultural and political norms. These emerging cities became key instruments of Russian, and later Soviet, imperial ideology. They not only supported the colonization of non-Russian territories but also played a central role in the cultural assimilation—Russification and Sovietization—of indigenous peoples. Using the example of Ulan-Ude, the capital of the Republic of Buryatia, this article explores how a Siberian fortress was transformed into an imperial city that embodied and implemented the policies and ideologies of the Russian and Soviet empires.
