Abstract

The purpose of this article is to examine the aspect of the security changes the North Pole after the outbreak of the Russian-Ukrainian war on February 24, 2022, and to examine Russia's strengthening of the Arctic identity and military buildup response to the intense economic sanctions against Russia by the Arctic NATO allies, in the US. The impact of the Russo-Ukraine War on the regional order of the Arctic and Russia’s Arctic policy and response to it are a combination of several factors. Firstly, due to the suspension of Russia’s participation in the Arctic Council(AC) and the expansion of NATO’s role in the Arctic, including the US, geopolitical and geopolitical changes in the region have become inevitable. Secondly, Finland and Sweden, which have maintained neutrality in the Arctic Circle, join the NATO, which is a major factor in conflicts and arms competition among stakeholders in the Arctic-Baltic region. Thirdly, the US and the West are responding to intense economic sanctions against Russia and NATO allies in the Arctic by strengthening Russia’s Arctic identity, strengthening Arctic military strength, modernizing military bases, and expanding icebreakers. Fourthly, the complex conflict and confrontation according to the New Cold War structure is driving the necessity of establishing a new Arctic policy in non-Arctic countries such as China and India. As a result, the biggest variables and changes in Arctic security since the Russo-Ukraine War are the acceleration of the New Cold War aspect of military conflict and confrontation centered on Russia and the US, and the role and function of the AC, which has led soft power such as sustainable peacekeeping, science, climate change, environment and development cooperation, faced limitations. In future, the functions and roles of various global governance organizations, including the AC, will be revitalized in order to preemptively prevent the security threats and risks of the Arctic and to mitigate the arms race and the New Cold War confrontation.
