Abstract
The Russia-Ukraine war has brought about significant changes to the existing international order and the global geopolitical structure, and the Arctic is no exception. In the Arctic, the reorganization of the geopolitical structure has been accompanied by the weakening of “Arctic Exceptionalism” along with intensifying tensions and instability. As a result, the Arctic is emerging as a new focal point of geopolitical importance. Amid this situation, progress in discussions on ending the war signals the possibility of yet another tectonic shifts in the international order, including within the Arctic region. This study analyzes the potential transformation of the Arctic’s geopolitical landscape and the future reconfiguration of Arctic order. In particular, Focusing on the strategic interaction between the two major Arctic powers-Russia and the U.S-the research applies a game theory framework, specifically the Prisoner’s Dilemma model. The finding suggests that as the strategic value of the Arctic is reassessed, both Russia and U.S. are likely to pursue their Arctic strategies to maximize national interests and expand their regional influence. Consequently, the post-war Arctic order is expected to be shaped significantly by the strategic interactions between these two powers, positioning the Arctic as a key arena for intensified strategic competition in the future.
