Abstract
This study provides a comprehensive mid-to long-term analysis of changes in Korea’s export competitiveness toward Peru after the implementation of the Korea–Peru Free Trade Agreement(FTA). Using Constant Market Share(CMS) analysis, the factors behind export fluctuations were decomposed into import demand, product composition, and competitiveness effects. In addition, various quantitative indicators such as the Export Intensity Index(EII), Market Comparative Advantage (MCA), and Index of Competitive Threat(ICT) were employed to evaluate qualitative changes. The results show that although Korea’s export intensity initially increased due to tariff reductions, it weakened sharply after 2014. While products such as cement, pharmaceuticals, machinery, and defense equipment maintained a technology-based comparative advantage, others such as textiles, steel products, and electrical machinery lost their advantage due to intensified price competition. CMS analysis confirmed a structural weakening of competitiveness resulting from the fading of early FTA effects and the expansion of competing countries' market entries. ICT analysis highlighted the rising presence of China and emerging economies. Nevertheless, the active participation of Korean SMEs in exports and their high utilization rate of the FTA are regarded as positive signals.
