이 연구는 2009 개정 교육과정에 따른 통합교과용 도서 편찬(교과서와 지도서 개발) 과정을 세 단계, 1) 공모 단계, 2) 개발 단계, 3) 공급 단계로 기술하였다. 첫째, 공모 단계는 교육과학기술부의 주관으로 편찬위와 발행사를 공모․선정하고, 심의회를 구성하는 단계였다. 통합교과의 경우 ‘한국통합교육과정학회’와 ‘한국교원대학교’ 컨소시엄 형태로 응모하여 선정되었고, 발행사로 ‘지학사’(주)가 선정되었다. 공모 단계에서 교육과학기술부와 편찬위는 교과용 도서 편찬에 참여할 위원을 보완․조정․확정하고, 응모시 제출한 편찬 계획서를 보완․조정․확정하였다. 또 교육과학기술부는 발행사를 공모․선정하고, 심의회를 구성하여 편찬위의 교과서 및 지도서 개발과정에 공조․지원하였다. 둘째, 개발 단계에서는 교과서 및 지도서 원고 집필‣집필한 원고 제작․편집․제본‣제본한 도서 심의‣심의한 도서를 수정하였다. 편찬위는 교과서와 지도서에 대한 원고를 집필하여 기획연구진의 검수를 거쳐 원고를 확정하였다. 그리고 발행사의 지원을 받아 집필한 원고의 내용을 사진, 삽화 등 게재물로 제작하였다. 발행사가 편집, 제본․인쇄하여 심의본을 만들고, 심의본을 대상으로 편찬위에서는 36명의 연구진 검토를 받았고, 교육과학기술부에서는 21명의 심의진의 심의 절차를 밟았다. 심의 및 검토 의견을 반영하여 편찬위에서는 집필원고를 수정하고, 발행사는 수정된 원고를 다시 제작․편집하였다. 이 과정이 원고본‣실험본‣수정본‣결제본 네 과정이 1학기와 2학기로 나눠서 동시에 수행되었다. 셋째, 공급 단계에서는 교육부장관의 결재를 받은 결제본을 발행사가 인쇄․출판․보급하여 단위학교에 공급하였다.
Abstract
This study aims to describe the development procedure and process Elementary integrated subjects based on 2009 Revised National Curriculum. The textbook committee was the members of the korea National University of Education and the Korean Society for the Study of Curriculum Integration. The development process can be classified with the 3 stages; public competitions stage, development stage, and publication stage. First Stage is public competitions. Ministry of Education made the Text book developing known to the public. The Korea National University of Education and the Korean Society for the Study of Curriculum Integration made a selection of the Elementary Integrated Subjects developing agency. As they submitted the plan of text book development. They come to reach an agreement with ministry of education. Then the plan and committee can be fixed. At last, Jihac Ins. was collected as the Publishing agency. Second stage is text book developing. This can be processed; The manuscript versions‣The temporary versions‣The modify versions‣The publication versions. All of the procedure is carrying a set of works into execution. Writing(teachers as text book writers hand) and checking the text book‣illustrating and editing the text book‣deliberative council‣modification‣completion Last stage is publish and supply the text book to all elementary schools. From 2013, all of the students in school will use the newly made text book.
