1993년부터 시작된 한국의 UN PKO 참여는 벌써 30년을 맞이하고 있다. 그동안 한국 PKO는 초기라는 특성으로 국민의 지지와 관심 획득에 주안을 두었다. 그 사이 UN PKO 환경은 많은 변화가 있었다. 즉, 냉전체제 붕괴 후 대부분 안보 위협은 국가 간 분쟁보다 경제적 불평등, 환경 파괴 등으로 다양한 위협이 국제사회에 대두되었다. 이에 UN PKO는 기존의 전통적 PKO를 초월하여 다차원 환경하에서 임무와 역할이 확대되고, 이에 부합된 전문성을 필요로 하였다. 이에 본 연구에서는 지난 30년 간의 한국 PKO를 전략적으로 재조명한 다음, 정책 목표와 기조를 재정립하고 이를 뒷받침하는 PKO 군사전략을 제시하였다. 이뿐만 아니라, 미래를 준비하기 위한 핵심 추진전략을 제시하였다.
Abstract
Republic of Korea has participated in PKO for 30 years since 1993. Until now, Korea has focused on getting attention and support from Korean people on PKO as its PKO was at its early stage. However, there have been lots of changes in UN PKO enviroments After the Cold War, most security threats such as economic inequality, political disputes, Civil wars, and destruction of envirnments come to fore in international soci-ety rather than national coflicts. To respond to those, the roles of UN PKO have been expanded in multi-dimentional enviroments and UN should be equipped with professional ability. This research shed new light on strategies of ROK PKO for last 30 years, established the goals policies, and suggested PKO military strat-egies supporting these. Furthermore, it suggested core strategies for the future.
