UN경찰제도 고찰을 통한 한국 경찰의 참여확대 방안에 대한 연구

본 연구는 UN평화활동의 핵심적 요소로서 UN경찰(UNPOL)활동의 형성과 제도적 발전에 대해 고찰하고 북미와 유럽, 아-태지역 경찰조직 및 한국경찰의 참여현황과 현안분석의 결과를 토대로 참여확대를 위한 방안을 제시하였다. 우선, 분쟁당사국 내 공공질서와 치안유지, 그리고 법치주의에 의한 치안사법제도의 재건에 있어 평화유지군에 대한 적합성과 역량, 대중수용성의 문제로 인해 UN경찰이 형성되었고 평화활동의 정책적 진화와 연동하여 UN경찰활동도 조직과 인적 규모, 그리고 임무의 범위가 점차 확장되는 제도화과정을 거친 것으로 나타났다. 대륙별 선진공여국의 UN경찰 참여양태를 분석한 결과, 거시적인 외교안보정책의 기조에 따라 대부분 UN경찰활동을 축소하는 대신 지역기구 혹은 양자방식의 경찰활동을 확대했고 특히 취약국의 경찰력 역량강화를 위한 연수 및 물자공여에 집중하였다. 따라서 한국도 거시적인 범정부적 외교안보정책에 따른 중장기 국제경찰활동 전략을 마련하고 유사 시 동원할 수 있는 전문인력풀을 구축하며 분쟁취약국의 치안제도 개선과 인력양성을 위한 다양한 방식의 양자 및 다자지원 프로그램의 개발을 제안하였다.
Abstract
This study aims to draw policy recommendation as to how R.O.K. police will expand its extent of participation in the UN Police operation. In order to accomplish the research purpose, it elucidates the formation of the UN Police and chronological institutional development as a core element of UN peace operations, and the current participation of civilian polices of donor countries in the North America, the Europe, and the Asia-Pacific. More specifically, the UN Police, at first were established due to the problem of the suitability, capacity and public acceptance of peacekeeping forces in the reconstruction of public order and security stabilization and in the reconstruction of the criminal justice system by the rule of law in conflicted countries. With regard to its institutionalization, UN Police has also undergone a process in which the scope of organization, human resources, and mission is gradually expanded in conjunction with the policy evolution of UN peace operations. As a result of analyzing the patterns of participation of UN Police in the donor countries, most of them demonstrate bilateral and regional based engagement have been expanded whereas contribution to UN Police operation have been reduced in accordance with the strategic diplomacy and security policy. And they focused on capacity building and in-kind donations to fragile and conflicted states. Viewed by the result of research, it should be noted that R.O.K. should establish a mid- to long-term international policing strategy based on the inter-agency diplomacy and security policy. Secondly, a pool of police experts should be explored so that they can be mobilized in a prompt manner. Finally, it suggests that a variety of bilateral and multilateral policing program should be developed in order to establish legitimate and reliable law enforcement system and to cultivate competent local police who can discharge aforementioned mission successfully.
