신자유주의 시대의 공영방송: 모순과 위기

초록

현재 여러 나라의 공영방송이 경험하고 있는 위기는 신자유주의와 디지털 혁명이 라는 환경 변화에 기인한 바가 크다. 그러나 보다 본질적 원인은 공영방송이 자신의 정체성을 확립하고 유지하는 데 실패한 것에서 찾을 수 있다. 분명한 정체성이 부재 한 가운데 등장한 디지털 기술과 신자유주의는 강력한 위력을 발휘했다. 자유주의의 공세 속에서 공영방송은 시장주의적 변화를 일정 부분 수용했다. 공영주의와 시장주 의 모두를 만족시키지 못하는 상황, 즉 정체성 혼란 상태를 악화시킨 것이다. 공영방 송은 공적 재원 체계를 유지할 명분을 상당 부분 잃었으나 그렇다고 충분히 효율적이 거나 시장 지향적인 것도 아니다. 정체성의 모순은 여러 사회세력들의 상호 모순된 비판들조차 정당한 비판으로 만들었다. 이제 비판은 공영방송 제도의 근본적 변화를 지향한다. 공영방송의 위기는 공영방송을 세계사회 전반, 세계경제 전반의 차원에서 분석할 때 그 이론적 의미를 파악할 수 있다. 공영방송과 세계체제 변동간의 관계를 보면 상하부구조의 차원을 달리하는 역동성을 발견할 수 있다.

Abstract

The crisis of the public service broadcasting depends on the environmental changes, entitled with neo-liberalism and digital revolution. The elemental reason is found out that the public service broadcasting fails to sustain its identity. Within unclear identity, the digital technology and the neo-liberalism have strong power in the society. The public service broadcasting, against the flow of neo-liberalism, is accepted some portion of the capitalistic changes. The situation that both of all (capitalist and publican) are not satisfied is going on. The public service broadcasting loses its portion in the broadcasting sector as well as is not sufficient and oriented toward the market. The identity contradiction helps the intercontradictional discourse distribute in the society. Now is when the critical declares the basic change of the public service broadcasting. The crisis of the public service broadcasting should be understood under the condition that social sector should be analysed in the field of world society as a whole and world economy as a whole. It should found the dynamics between infra and supper structures in different levels when the relation between the public service broadcasting and the change of world system is considered.
