중국의 동아시아 위기관리와 한계 :중국 언론보도를 중심으로

본 논문은 최근 발생한 동아시아지역 위기에 대응하는 중국의 능력과 한계에 대해 분석한 논문이다. 현재 중국은 동아시아지역에서 역내 협력과 갈등을 주도하면서 리더십을 발휘할 정도로 위상을 갖춘 것으로 평가된다. 북핵문제, 천안함, 연평도사건을 비롯한 한반도문제에서 주도적인 협상중개자 역할을 했으며, 조어도분쟁, 남중국해 영토분쟁에서도 당사자로서 유효한 갈등관리를 수행했다. 경제영역에서도 2008년 미국발 경제위기 이후 지역경제발전을 안정적으로 견인하며 지역협력을 유인하는 리더십을 보였다. 그러나 중국의 이러한 현실주의적, 자유주의적 노력과 성과에도 불구하고 주변국가들의 불신은 점증하고 있다. 그 이유는 중국이 지역위기상황의 처리과정에서 명쾌한 해결책이나 분명한 입장을 제시하지 못했기 때문이다. 천안함 피격사건과 연평도 포격사건 처리과정에서도 갈등해결의 중재자로서 능력의 한계를 보였고, 동일본 지진사태 시 원전사고로 인한 방사능누출사고가 있었지만 방관할 수밖에 없었다. 결과적으로 중국은 동아시아 위기를 겪으면서 정치, 군사, 기술면에서 국제적 수준의 책임대국으로서 한계가 있음을 드러냈다. 때문에 중국은 지속적인 발전을 도모하고 책임대국으로 자리매김하려면 지역 내의 불안요인을 감소 또는 소멸시키는데 주력해야 하며, 동아시아협력기제를 주도해야 한다.
Abstract
Evaluating current situation in the East Asia, the foremost issue of concern is the Rising China and China's leadership. The signs of Cheonan incident, Yeonpyeongdo crisis and East Japan crisis are over clouding the regional security. When the East Asia nations around the region perceive security recess, the region eyes on China, the first largest economy experiencing sustainable economic growth and holds the highest foreign exchange reserve in the world and the rising superpower took the leading role in the economic recovery. As such, the region eyes on China to see whether the country will step up and take the leading role as it did in 2008 if another such crisis occurs in 2011. But China must have been considered one’s political calculation in those critical moments. With that, what are China's concerns and how would its leaders respond to the current East Asia situation? On a primary level, China is interested in its dollar assets and a slowdown in exports, also weaken their military power. China’s rapid economic growth and military modernization had changed East Asia’s power relations, challenging the predominant position of the U.S. and its role as regional balancer. However, China must have been know its own limitations by Cheonan incident, Yeonpyeongdo crisis and East Japan crisis.
