본 연구는 글로벌 위기를 계기로, 동아시아가 기존의 위기에 대한 대응이란 반응적이고 소극적인 지역주의를 넘어서, 역내통합을 추진하고, 글로벌 질서 형성에 기여하며, 강화된 글로벌 위상에 걸맞은 책무를 이행하는 적극적인 지역주의가 필요하다고 주장하고 있다. 현재 동아시아의 지역주의는 제도화, 리더십, 공동 인식, 그리고 전략 차원에서 어려움에 처해 있다. 이런 상황의 저변에는 중국과 일본의 경쟁과 ASEAN 국가들의 중국에 대한 두려움이 자리 잡고 있다. 본 연구는 이에 대한 타개책으로 한중일 협력을 강조하면서, 동아시아의 지역통합은 점차 공세적으로 국익을 추구하는 중국을 제도적으로 구속하려는 여타 국가들의 강력한 유인이 조성되고, 중국도 이러한 제도적 구속을 수용하는 것이 오히려 국익에 부합한다는 인식을 갖게 될 때 비로소 가능할 것으로 주장한다.
Abstract
This paper explores the uses of regionalism for East Asia in the aftermath of the global financial crisis that started in 2008. East Asia was relatively unaffected by the crisis, and the prominent absence of regional-level responses to the crisis casts a doubt about the utility of East Asian regionalism. This paper argues that East Asia needs to go beyond a conventional reactive regionalism that responds passively to external crises. Instead, it needs an active regionalism to facilitate internal market integration, to enhance its global influence, and to contribute to the shaping and maintenance of global economic order and stability. The current stagnation of East Asian regionalism can be attributed largely to the absence of a coherent institutional framework, the rivalry between China and Japan, a weak regional identity, and the lack of common understanding or regional norms. This paper sees the greatest potential for future development of East Asian regionalism in the trilateral cooperation among South Korea, China, and Japan. This paper predicts a working regional community is likely to appear in East Asia only if regional neighbors seriously want to bind China with institutions, and China accepts their lock-in effects.
