동아시아의 미․중 갈등과 한․중관계:세력전이론적 시각에서

초록

21세기 동아시아지역에서의 미․중간 불협화음은 양자 관계를 넘어 지역 내 안보역학관계와 연계되는 성향을 나타내고 있다. 오바마 정부 출범 이후 미국은 아시아로의 회귀를 선언하고 아시아의 동맹․우방국들과의 관계 강화를 통해 중국을 견제하고 있고, 중국은 주변지역에서의 핵심이익을 강조하면서 적극적인 국방력 강화에 나서고 있다. 이 같은 양상은 세력전이이론이 제시하는 미․중간의 갈등 가능성을 무시하기 어렵게 만든다. 2010년 3월 발생한 천안함 사건의 처리과정은 이러한 세력경쟁구도를 가늠해 볼 수 있는 사례가 될 것이다. 특히 중국은 사건의 본질은 외면한 채 일방적으로 북한을 감싸며 동북아지역에서의 미국의 영향력 확대에 대응하고자 하는 접근자세를 취함으로써 한․미와의 갈등구도를 형성했다. 본 논문은 세력전이론적 시각을 바탕으로 미․중관계가 본질적으로는 갈등적 속성을 가지고 있음을 설명하고 이러한 미․중관계에 협착된 한․중관계의 딜레마를 진단하고 있다.

Abstract

The discord between U.S. and China in the 21st Century has an impact on the regional security dynamics in East Asia. Obama declared the “return to Asia” which implies not only strengthening of relationship with his partners and allies in East Asia but also counterbalancing the rise of China in this region. On the other hand, China actively increase military strength by emphasizing his core interest in the region. This kind of new aspect illustrates possibility of conflict between two nations as power transition theory proposed. The Cheonan incident on March 26, 2010 was the one of case that shows the result of effect on security dynamics in the region from the Sino-U.S. power struggle. The official policy stance of China was supporting North Korea, which was the opposite stance with South Korea and U.S. This paper proposes that China’s behavior in the case of Cheonan incident was to hold the influence of the U.S. in check and thus leads to the tension between China and U.S.-South Korea alliance. Therefore, this article examines the growing antagonistic properties of Sino-U.S. relations, and diagnoses the dilemma of Sino-South Korea relations that was caught by Sino-U.S. relations from the perspective of power transition theory.
