미국과 중국의 한반도 위기관리 행태 및 영향 요인

초록

본 연구는 그동안 한반도에서 발생한 국제위기 사례인 한국전쟁, 북핵위기, 천안함사건 등에서 미국과 중국이 보여준 위기관리 행태와 그 영향요인을 분석한다. 냉전시기 미중은 이데올로기 대립 및 상호 위기관리 시스템 미비 등으로 인해 한국전쟁에서 군사적 충돌을 경험했으나, 탈냉전 이후 미중은 자국의 국가이익 확보및 한반도에 대한 영향력 확대 등을 위해 적극적인 위기관리 행태를 보여주었다. 특히 중국은 기존의 강대국들의 위기관리 경험을 학습하여 북핵위기 해결과정에적용함으로써 평화로운 주변 환경 조성을 목표로 하여 자국의 국가이익 실현은물론 책임대국 이미지 제고에도 기여했다. 반면, 미국은 아태지역에서 중국의 지역패권 추구 저지 및 북핵문제와 같은 지역안보 불안요인 해소 등을 위기관리 목표로설정하고, 한반도 위기발생 시 철저하게 국가이익에 기반한 안정적이고 현상유지적인 위기관리 원칙을 유지해왔다. 한국은 향후 미중이 조율과 타협을 통한 현상유지 정책을 선택할 가능성에 대비하여 한반도문제에서 소외되지 않고 주도권을 확보할 수 있는 방안을 마련해야 한다.

Abstract

This research is expected to analyze that the former crisis management behaviors and influence factors of US and China when International crisis took place in Korean Peninsula, such as Korean war, North Korea nuclear crisis, the sinking of Cheonan ship. During the Cold War, US and China experienced a military conflict inthe Korean War because of the opposition of ideology and lack of shared crisis management system. However, after the Cold War, US and China have shown active crisis management behaviors to expand the influence and to secure national interests toward the Korean Peninsula. Especially, China learned the crisis management from the experience ofthe previous powerful nations and applied to the North Korea nuclear bomb crisis management which the goal was to make peaceful surroundings. As a result, China obtained national interests and enhanced its image as a responsible power. On the other hand, US has established the crisis management goal asrestraining the threats of regional security such as the China’s regional supremacy in East Asia-Pacific region and the North Korea nuclear issue. Based on this principle, US have been maintaining their stable crisis management rules thoroughly based on their own interests when crisis occurred in Korean Peninsula.
