핵안보 및 핵안전 중첩을 위한 EU 공동정책 고찰

최근까지 EU의 핵에너지 정책에 관한 관심은 대외 지향적이었다. 원자력 발전소 설립 혹은 규제 설정 등의 몫은 개별 국가 정책 사안으로, 공동체는 핵안보의 개념에서 국제기구와의 동조, 제3국가 핵 확산 방지 등에 정책적 관심을 기울여왔다. Euratom 설립 이후 최근 공동외교안보정책의 강화에 이르기까지 핵안보에 관한 정책 사항은 제3국에 대한 공동 정책 및 대응 형성에 초점이 맞추어져 왔다. 최근 EU의 핵에너지 정책은 핵안전과 핵물질 관리에 관한 공동 규제 강화의 특징을 나타내고 있으며, 이는 핵안전과 폐기물 관리에 관한 공동 기구 및 공동 대화체 ENSREG와 ENEF의 설립에 의해 추동되고 있다. 에너지 분야가 아직 공동정책 영역으로의 권한 이양이 진행 중인 상태에서 일부분이기는 하나 핵에너지 분야의 공동 규제 형성은 주요한 의미를 지닌다. EU의 핵안전 및 핵물질에 관한 공동 정책은 다음과 같은 두 가지 시사점을 제시한다. 첫째, 국제 수준보다 높은 수준의 핵안전 정책 및 제도를 선행함으로써 이후 국제 규범의 전향적 발전을 이끈다는 것이다. 둘째, 국제사회에서 핵보유 국가의 진단 평가 기준을 제시하며, 또한 핵보유국과 비 보유국가 간의 핵안전 논의가 개진되어야 할 방향을 제시하고 있다. 즉 공동체 내 이와 같은 규제 강화는 역내뿐만 아니라 국제사회에 대한 파급력을 가지며, 끊임없이 ‘핵의 안전하고 평화로운 사용’을 주장하며 ‘핵무기를 위한 자원 및 시설 확보’를 목표하는 국가에 대한 적절한 규제 역할을 할 것으로 판단된다. 핵안보와 핵안전은 피해를 미치는 주체 및 대응해야할 전략에서 분명하게 구분되는 개념이나 동 연구에서 분석한 정책전략의 보편화는 향후 핵안보와 핵안전에 대한 중첩된 대응 전략으로 검토 가능할 것이라 판단한다.
Abstract
This study examines the history and structure of EU's nuclear energy policy and intra system. Up to recently, EU Commission has supported a foreign policy for nuclear energy management to form nuclear energy related systems. Also the Community has promoted an active participation in international-assistance system in relation to nuclear safety, nuclear security and Safeguard. Thus This study aims to analyze how EU has responded to overall environment changes and promoted its nuclear policies recently. It also takes a look at what relationship exits in international community and how EU's nuclear policies and nuclear energy related systems has progressed. And this paper conducts an evaluation of the structure of the European Nuclear Safety Regulators Group (ENSREG) and European Nuclear Energy Forum(ENEF). ENSREG is an independent, authoritative expert body created in 2007 following a decision of the European Commission. It is composed of senior officials from the national nuclear safety, radioactive waste safety or radiation protection regulatory authorities from all 27 Member States in the European Union and representatives of the European Commission. ENEF is a unique platform for a broad discussion, free of any taboos, on transparency issues as well as the opportunities and risks of nuclear energy. Founded in 2007, ENEF gathers all relevant stakeholders in the nuclear field: governments of the 27 EU Member States, European Institutions including the European Parliament and the European Economic and Social Committee, nuclear industry, electricity consumers and the civil society.
