동아시아 지역 내 원자력 안전체제는 현재 실효성이 매우 낮은 상황이다. 이는 한중일 3국이 원자력 안전에 대한 상호 이해가 부족하여, 각국이 자국의 안전을 강화하는 데만 주력하고 있기 때문이다. 그러나 원자력 사고가 발생할 경우 한중일 모두가 피해 당사국이 된다는 점을 고려할 때, 이와 같은 각개 약진 방식으로는 안전관리에 한계가 있다. 현재의 원자력안전에 대한 대응은 한 국가의 원자력 안전 수준이 떨어지는 경우, 인접국이 아무리 높은 수준의 원자력 안전 관리를 하고 있더라도 직간접적으로 원자력 사고의 가능성에 더욱 높게 노출되게 되어 있다. 이를 보완하기 위해 동아시아 지역 내에서 다자간, 양자간 원자력 안전 조직과 회의체가 운영되고 있지만, 실효성 있는 안전 활동이 이루어지지 않고 있는 실정이다. 따라서 동아시아 지역의 원자력 안전 강화를 위해서는 국가별 접근이 아닌 지역 차원의 실효성 있는 안전 체제 구축이 필요하다. 본 연구의 목적은 글로벌 원자력 안전 체제의 구성 요소인 국제 문서를 분석하여 동아시아 지역 원자력 안전 체제 구축를 위한 비전과 전략을 제시하고, 원자력 안전 강화를 위한 효과적인 방안을 모색하여, 동아시아 지역 원자력 안전 협력을 증진하기 위한 정책을 제안하는 것이다. 이를 통해 동아시아 지역 내 원자력 안전의 필요성을 인식하고, 인근 국가의 원자력 위험과 안전성이 자국의 원자력 안전 관리에 미치는 중요성을 부각시킬 수 있을 것이다.
Abstract
The nuclear safety regime in the East Asian region is currently highly ineffective. This is because the three countries of Korea, China and Japan lack mutual understanding on nuclear safety, and each country is only focused on strengthening its own safety. However, considering that all three countries would become victims in the event of a nuclear accident, this individual approach has its limitations. The current response to nuclear safety is such that even if one country has a low level of nuclear safety management, the neighboring countries with high levels of nuclear safety management can still be directly or indirectly exposed to the possibility of a nuclear accident. To address this, multilateral and bilateral nuclear safety organizations and conferences are operating in the East Asian region, but effective safety activities are not being carried out. Therefore, to strengthen nuclear safety in the East Asian region, it is necessary to establish an effective safety system at the regional level, rather than a country-by-country approach. The purpose of this paper is to analyze international documents related to nuclear safety as a component of the global nuclear safety regime, present a vision and strategy for establishing a nuclear safety system in the East Asian region, and explore ways to enhance the effectiveness of strengthening nuclear safety. This will help recognize the need for nuclear safety in the East Asian region and highlight the importance of the nuclear risks and safety of neighboring countries to the management of one’s own nuclear safety.
