이 논문은 최근 변화해 온 단일국가의 에너지정책이 에너지 안보 구축에 기여하고 있는가라는 관점에서의 정책 평가를 목표하고 있다. 국가의 에너지정책이 비전통안보 중 핵심이슈로 떠오른 에너지 안보 구축을 실현하는 데 기여해야 함은 정책적 변화 본연의 목적이자 해당 국가의 경제발전 및 사회 안정을 도모할 수 있는 결정적 요소이다. 하지만 오늘날 급격하게 팽창하는 에너지 안보 관련 문제점 속에서 국가 차원의 에너지 안보를 구축하는 것은 쉽지 않은 일이다. 이에 동 논문에서는 최근 유럽연합 내 에너지정책이 에너지 안보 구축에 부합하고 있는지에 대해 주목하여 평가를 시도하였다. 우선 문헌조사를 통해 에너지 안보와 관련한 지속가능성, 에너지 공급안정성 및 에너지 안전성의 개념을 검토한다. 또한 공동체 에너지 정책의 현재를 고찰하고, 개별국 에너지 정책과의 관계를 정리하였다. 더불어 에너지 안보를 구축하기 위해 지향해야 할 내용을 이론적으로 검토하였다. 이와 같은 이론적 논의를 기초로 분석틀을 구성하고, 이를 바탕으로 현재 운영 중인 독일의 에너지정책을 평가하였다. 결론적으로 에너지 정책에 대한 국가차원만의 대응은 한계가 있으며, 에너지 안보 구축을 위한 국제체제, 공동체 차원 및 국가, 다각적 차원의 개입이 형성되어야 할 것이다.
Abstract
Has the energy policy act in single state contributed to the establishment of energy security? The aim of this paper is in this respect the policy evaluation. The original purpose of the energy policy as a key issue of the non-traditional security is the crucial factor that can promote economic development and social stability of the country. But it is not easy to build a national energy security in so many energy security related issues. Thus this paper attempts to evaluate how well the member states’ energy policy is working for the energy security. Above all this paper looks at the concept of the three requisites for energy security, such as sustainability, energy supply security and energy safety, upon a literature search. Also this paper introduces the current study of the common energy policy, and debate the pros and cons of clean energy policy changes in the European Union. The report provides a framework for energy security in aspects of countermeasures based on the theoretical discussion, and evaluation of energy policy in the European Union. In conclusion, there is a limit to the response of only the energy policy at the national level. In order to establish energy security, It is necessary to establish energy security in three dimensions; the international dimension, community level and the domestic dimension.
