국제공조를 통한 EU의 공동에너지 정책

EU는 에너지 분야 공동정책 수립을 통해 역내 에너지 단일 시장 구축 및 대외 일관된프로세스 구축을 위해 정책 역량을 집중하고 있다. 장기적으로 단일 시장 구축, 에너지 관련 인프라 투자 확대, 신재생에너지 및 대체에너지 등 미래 에너지에 대한 공동 연구 및투자, 환경 관련 지속가능한 에너지 시스템 구축을 목표로 정책 프레임워크를 구축하였다. 그러나 자원 전환이 가능한 목표 연도 이전인 향후 20-30년 간 주요 에너지에 대한 에너지 안보의 구축이 시급한 문제이다. 특히 러시아에 대한 원유, 천연가스의 의존율이 높으며, 일방적 정책에 속수무책인 상태라 안보 구축 및 공동 정책에 난항을 거듭하고 있다. 이에 국제공조를 통한 EU의 공동정책 시행이 무엇보다 주요한 시기라 할 수 있다. 즉 현재 EU의 에너지 시장 현황 및 공동체가 제시한 신공동에너지정책을 동시에 고찰함으로써공동체의 에너지 정책 방향을 분석하였다. 다만 새로운 에너지 정책의 도입으로 실질적으로 시장의 변화가 나타나기까지 20-30년 동안 대외에너지 대응, 특히 에너지 수출국에대한 전략이 필요함을 인지하여야 한다. 이에 따라 EU 회원국의 공동 정책, 나아가 국제사회에서의 전략적 공조에 관하여 집중할 필요가 있다. EU 공동에너지 정책이 지향해야 할 방향은 다음과 같이 정리할 수 있다. 첫째, 에너지정책 영역에서 공동체와 각 정부 부서 간 긴밀한 협력 체제를 구축한다. 둘째, 회원국 및공동 에너지 정책 수립을 동시에 진행하고 이에 맞춰 국제기구 및 외부 국가와의 정책 공조를 도모한다. 셋째, 각 회원국 간 연계를 도모하고 및 공동 권한의 효과적 적용을 진흥한다. 넷째, 에너지 영역에서 역내 및 대외에 대한 하나의 일관된 프로세스를 구축한다. 이와 같은 공동 정책을 통해 효율적으로 에너지 안보에 대처해 나아갈 필요가 있다.
Abstract
This paper examines the EU Common Energy Policy which has been promoted by the European Commission since 2000. The Community has made progress EU Common Energy Policy to build common energy market and to conduct a foreign energy policy. Common energy market, in the long term, covers the development impact investment for infrastructure, research and development for future energy such as new regeneration energy or alternative energy, and policy framework in order to construct a sustainable energy system. But it is necessary to make preparations for energy supply security the next 20-30 years. The Community is reliant on a very number of Russian energy resources. These aspects of EU's foreign policy, much of which is dedicated to securing access energy resources,focus on energy security against Russia. The EU Common Energy Policy has three main points. First, the procedures for policy decisions at the EU as a consensual union of dozens of states was examined has unique characteristics in its policy decision process. Second, the Community promotes close cooperations at the regional and multilateral level. Third, the EU also has to install market governance based on EU energy rules. Lastly, the EU has developed energy policies both internal and external.
