Abstract

The India’s post-Cold War foreign policy reflect the pervasive complexity in the international relations. Some have claimed that the foreign policy in this period attests to the “infinitely malleability” of India's international identity. However, the 1998 nuclear tests have become an important turning-point in India’s post-Cold War foreign policy formulation. They reveal its progress toward a more active and confident foreign and security policy. Since then India’s foreign policy orientations have been specified and elaborated by developing distinct external policies towards different global regions, namely the “regionalization” of India’s foreign policy. The “Connect Central Asia Policy” which shaping up “Look North Policy” seeks for the following long-term goals: a) strengthening India’s presence at the Eurasian pivot (Central Asia) where US, Russia, and China’s national interests collide; b) and raising its status as a 21st emerging power in the international community. The main interests of Indian government towards Central Asia are identified with the “Connect Central Asia Policy” which India is seeking for actively integrating with the region on the based of political, security, economy, and cultural aspects. India in the long-run wants to be a strategic partner to the individual Central Asian states especially in the energy and security domains. Securing energy supply is top priority for India which now witnesses rapid economic development while stability in Central and South Asia has been threatened by the frequently occurred terrorists attacks. As well-known, to be organically connect Central and South Asia, the stability in Afghanistan and Pakistan is the prerequisite condition. In this regard, India’s “Connect Central Asia Policy” are identified with the following features: as first, India has changed its foreign policy characteristics previously from ‘reactive’ to ‘pro-active’ with the obvious purposes. Also, India tries to make chances for the leaders to meet regularly while it also seeks to facilitate the civilian exchanges at the level of Track 1.5 and 2. For third, India intends to actively take advantage of existing regional/international organizations such as SCO, SAARC so India could have an multilateral approach to the regional issues like Afghanistan reconstruction, drug trafficking, and terrorism. In conclusion, India’s towards Central Asia policy, under the long-term strategic seeking for a status as one of the power states in the Eurasian pivot, envisions institutionalization of cooperation with Central Asian states in energy and security issues at the multilateral framework.
