Abstract

his study examines the policy change process surrounding the transfer of wartime operational control (OPCON) of the South Korean military through the lens of Punctuated Equilibrium Theory (PET). While PET has traditionally been applied to domestic policy areas such as education and social welfare—where it effectively explains long periods of stability interrupted by sudden change—this study argues that PET is also highly applicable to national defense and foreign policy, which are often subject to abrupt and radical shifts. By applying PET to the domain of defense policy, this research seeks to broaden the theoretical utility of the framework. Although full wartime operational control has not yet been transferred to the South Korean military, the formal agreement on a “conditions-based OPCON transfer” marks a critical punctuated moment in the policy process. This study traces the policy trajectory leading to that turning point. It finds that from the 1950s, a policy monopoly dominated the OPCON discourse until President Roh Tae-woo’s campaign pledge initiated a shift in the policy image of peacetime and wartime control. This shift was further accelerated during the Roh Moo-hyun administration, where evolving domestic and international security dynamics—combined with assertive presidential leadership—opened the policy venue, culminating in significant policy punctuation. Despite this formal agreement, the complete transfer of wartime OPCON remains unrealized. A cautious, phased approach is required, given the strategic posture of U.S. global military policy, the security conditions on the Korean Peninsula, and the readiness of South Korean armed forces. Nonetheless, with the possible inauguration of a second Trump administration and the rapidly shifting international security environment, the likelihood of another abrupt policy shift cannot be discounted. Accordingly, South Korea must undertake proactive measures to prepare for such contingencies.
