전지구적 국제관계에서 보면, 1907년 외교혁명의 여파로 4국협조체제가 구현됨에 따라 유럽에서는 삼국협상국의 대독 포위망 구축, 아시아태평양에서는 일본의 대미견제가 가능해 졌다. 하지만 4국협조체제는 청국, 미국, 특히 독일을 강하게 자극하였다. 그 대항조치가 독일의 독미청 3국동맹 구상이었다. 따라서 이 시기의 만한문제 및 간도문제는 영일/러불동맹을 근간으로 하는 제국주의 열강들의 4국협조체제의 역학구도 하에서 작동되었고, 이에 대한 독일과 미국의 간섭과 견제 속에서 그 속도와 강도가 규정되었다고 할 수 있다. 상기 관점에서 보면, 간도협약을 둘러싼 간도문제는 청일간의 지역적 사안이었을 뿐 만 아니라, 그것은 지정/지전략적 분쟁지역으로서의 만주문제를 본격화한 국제적인 사건이었다. 여기에는 청일 당사국뿐만 아니라 구미 제국주의열강의 이해관계가 보다 복잡하게 뒤얽혀 있었다. 이는 상기 언급한 독일의 독미청동맹기도 뿐만 아니라, 협약체결전 청이 본건을 헤이그중재재판에 회부하려한 외교 조치, 하르빈 출발전 이토와 주일영국대사 맥도널드와의 영일동맹강화를 위한 회합, 및 가쓰라수상이 맥도널드와의 회견을 통해 일청간의 간도와 만주현안문제에 대해 영국에게 사전 양해를 구한 사실, 영국의 청일교섭 재개 시도 등에서 실증되고 있다. 또한 협약체결직후, 만주 및 간도협약에 나타난 일본의 공격적인 남만정책에 대한 중국, 미국과 러시아의 즉각적인 대응조치들도 이를 반증해주고 있다. 중국은 미국의 적극적인 개입을 요청해 금애철도부설을 위한 가계약을 스트레이트와 서둘렀고, 주청미국공사 플레처(Henry P. Fletcher)는 청일간의 만주협정의 4조항에 대해 문호개방과 만주에서의 상업적 기회균등 원칙을 들어 우려를 표명하였고, 러시아외상 이즈볼스키 역시 주러일대사 모토노 이치로(本野一郞)에게 일본의 최근 대청외교가 러시아에 대항을 목적으로 한 것이라는 우려를 표명한 사례들에서도 당시 제국주의 열강이 본건의 귀추에 얼마나 민감하였는가를 엿볼 수 있다. 하지만 그 해결 역시 동북아시아의 잠정적 평화만을 보장하였을 뿐이었다. 즉 을사늑약은 국제법상 무효였고, 이 늑약에 근거한 간도협약은 무효이므로, 기존의 한-청간의 간도분쟁의 불씨는 계속 남아 있었다. 또한 간도를 포함한 만주문제 역시 일청간의 교섭만으로 해결되지는 않았다. 戰前 러시아가 한국중립화를 통해 만주문제에 직접 개입하였듯이, 간도협약 직후 미국은 녹스의 만주중립화제기를 통해 만주문제에 직접 개입하였다. 이로서 태평양이 아니라 동북아시아에는 기존의 러일간의 충돌위기는 다소 감소하는 반면, 미일간의 충돌위기는 가시화되고 있었다. 그 캐스팅보트는 러시아와 영국이었지만 영국은 뒷짐을 지고 있었다. 제2차 러일협약은 그 돌파구였다. 일본의 한국 병합 및 남만주에서의 특수이익과 러시아의 북만주 및 외몽고에서의 특수 이익의 상호 인정이었으며, 이로서 만주에서 러일 양국의 두 세력범위가 규정되었던 것이 바로 그것이다. 다른 한편, 일본의 만한 정책과 연계해 보면, 간도협약은 일본의 만주철도이권 확보와 한반도 강점 굳히기를 위한 만주6안건 교섭의 협상카드였으며, 만한문제를 둘러싼 러일전쟁의 전후처리의 부산물과 같은 것이었다. 이는 지난날 의화단사건, 영일동맹 및 러일전쟁을 주도한 가쓰라와 고무라, 하야시로 대변되는 대만한 적극책을 구상, 실천했던 소위 러일개전외교의 주역들에 의해 일본의 간도문제 처리과정이 주도되고 있는 사실에서도 확인된다. 요컨대 간도문제는 러일전쟁이전부터 거론되었던 일본의 만한교환론과 만한불가분일체론의 실천과정과 연속성을 갖는 사안이었으며, 일본이 지속적으로 주목했던 만한문제해결의 핵심 현안이었던 것이다. 그것은 청일전쟁과 삼국간섭을 통해 동북아시아와 연동된 구미열강의 국제관계의 중요성을 절감하고, 이후 일본중심의 국제관계 네트워크 구축에 주력했던 러일개전전 일본 대륙정책의 속편格이었다.
Abstract
This article is to reconsider the International relations of the Quadruple Entente and the Gando Problems occurred from 1907 until 1909 with the global historical perspective. This work will be revealed clear that Gando Problems was not merely territorial dispute among Korea, China and Japan, but the result of the Quadruple Entente system which has been made by Western Powers and Japan. It was the multiple entente systems. In this reserch, I specially focused on the connection and interaction of the Quadruple Entente system and the Gando Problems which was overlooked until now. It will be broaden the horizon of Gando Studies. Chapter 1 is related to connect the Gando Problems with the International relations in early 20th century. In view of global history, its aim is to go beyond the traditional discourse of the Eurocentric International relation theory. Chapter 2 is to Quadruple Entente, German-American-Chinese Alliance and Korean-Manchurian Problems. Chapter 3 is to connect the Japan’s Manchurian-Korean policy with the Root-Dakahira Agreement, Anglo-Japanese Alliance and Gando Agreement. By this description, Gando Problems is to be connected with the Japanese Seizure of Korea. Brief summary is as follows After the Russo-Japanese War, Japanese-French Agreeement, Russo-Japanese Agreement, and Anglo-Russian convention were concluded in 1907. All these measures were to bring about the end of “the Great Game.”With the result of “Diplomatic Revolution,” Quadruple Entente system was constructed in Asia, and In Europe, Triple Entente system were operated. Interaction of Quadruple system was forced to threaten and encircle German in Europe. On the one hand, This system was efficiently able to restrict the American expansion from Asian Pacific. But It means that Japan took part in anti-German camp. It stimulated Germany to check and balance that activities. As the opposite activities, Germany took a plan for German-American-Chinese Alliance. Nevertheless, Japan had free hands in Northeastern Asia regions. Such a change in international situations was able to make shape of realizing Japanese penetration project toward Manchuria and Gando region from 1907 until 1909. Therefore Manchurian-korean Problem and Gando Problems has been not only influenced by Quadruple system, but also controlled by intervention and restriction of German and America. Such actions were proved by Kaiser’s Plan for German-American-Chinese Connection and America’s Initiative on the Root-Dakahira Agreement. After this process, China had a diplomatic gesture to ask for arbitration to Haegue Abitration Committee in march 1909. Therefore Japan approached England to strengthen Anglo-Japanese alliance. For example, Japanese Minister Kastura and Komura had communicated the Ganndo and Manchu problem to Mcdonald, Foreign Minister in Japan in this period. Such diplomatic connections happened in Europe and Asia regions had great influence on Japanese foreign policy, which gave up the claim on the Gando region and hurried up the preparatory operation for Seizure of Korea as well. During this period, Japanese foreign policy had taken measures to step forward on Manchurian region including Gando, But Its main goal was to realize the Annexation of Korea. Therefore Gando Agreement in 1909 were only the Japanese’s second best policy to secure the bridge head for penetration in Manchuria, as well as the bargaining point of Manchurian-Korean problem between Japanese and China. Consequently Gando Agreement was the same as a Japanese bargaining chip for establishing the real power in Korea and securing the interest for Manchurian railway concession. It looks like a byproduct of the settlement of the post Russo-Japanese War. It was not only a case which has a continuity with Japanese claim on Mancurian- Korean Exchange theory or Manchurian-Korean United theory before the war, but also a question pending of Manchurian-Korean Problem which Japan had constantly focused on. In these point of view, Gando Agreement and the Japanese-Chinese treaty dealt with five issue about Manchuria, as well as Japan’s preperatory operation for the Annexation of Korea were seemed to be a finishing and followup measures of‘ Komura Diplomacy’before the war.
