통일 25주년 동서독 사회통합에 대한 경제적 평가

금년으로 독일이 통일한지 25년이 되었지만, 아직 사회통합이 완성되지 않았다는 의견이 지배적이다. 이 글은 동서독의 경제적 격차를 빠른 시일 내에 해소하는 것이 동독주민들의 사회적 차별의식을 해소할 수 있는 관건이라고 보고, 독일의 경제통합이 어느 정도 이루어졌는지를 분석 평가하고 이를 통해 사회통합의 가능성을 전망해보았다. 분석결과, 동독이 서독에 비해 경제력, 임금수준, 실업률 등에서 아직 열악하지만, 그 대신 서독보다 현대화된 인프라 구조, 개선된 주거환경, 높은 연금 수령액, 그리고 높은 취업률 등으로 인해, 동독주민들의 생활 만족도는 경제 격차에 비해 높게 나타나고 있으며, 사회통합의 전망도 희망적이라고 할 수 있다.
Abstract
There is a consensus that the social integration is not accomplished in Germany 25 years after its unification. This paper assumes that eliminating the economic gap between West and East Germany will eventually lead to overcoming the discrimination feeling of the East Germans. In this context this paper examines the level of economic integration in Germany and forecasts the possibility of its social integration. The analysis shows that East Germany has deficits regarding economic production, wage, unemployment etc but strengths in terms of modern infrastructure, improved housing, high pension and working morale. This results into relatively high level of life satisfaction of East Germans.
