통일된 지 어언 한세대에 가까운 25년이 지났으나 그간 동서독간 통합은 꾸준히 진전되어 왔으나 여전히 진행형이다. 특히 동서독 노동시장의 격차는 이를 뚜렷이 확인해주고 있다. 독일 통일 후 구동독지역의 노동시장은 새로이 형성되어 점차 서독 노동시장에 수렴하고 있으나 아직도 상당한 차이를 보이고 있다. 통일 후 독일 정부는 동서독 노동시장의 통합을 위해 다각적인 구동독지역 고용개선을 위한 지원정책을 실시했으나 구동독의 잔재와 체제전환을 배경으로 여러 시행착오를 겪고 있다. 여기에다 거의 통일 후 거의 한세대에 가까운 시간이 지나면서 인구, 지역, 산업 등 구조적인 요소들의 변화가 구동독지역 노동시장의 환경을 변화시키는 새로운 요인으로 작용하면서 동서독간 노동시장의 통합이 더 어렵고 복잡해지고 있다. 특히 이러한 구조적인 변화들이 구동독지역의 노동수급을 교란하고 고용 개선을 어렵게 하거나 고용구조를 왜곡시키는 영향을 미치고 있어 노동정책적 측면에서 주요 과제가 되고 있다. 독일과 같은 남한에 의한 흡수통일을 전제할 때 이와 같은 독일의 경험은 북한경제 모니터링, 경제통합의 점진적 추진, 북한경제의 자립구조 회복, 북한의 구조적 변화 대비 등 향후 남북한 노동시장의 통합을 연착륙시키기 위해 대비해야 할 시사점들을 보여준다.
Abstract
More than 25years have passed since the German unification, but the integration of west and east Germany is still in progress. Especially, the huge gap between the west and east German labor markets shows that full integration still far from completion. The eastern labor market is slowly converging to the western market, but overall condition gaps are still quite huge. Since the unification, the German government has launched a series of various labor support policies to improve employment conditions, in order to achieve ultimate integration of the western and eastern labor markets. However, those policies are not as effective as expected, due to relics of the old East Germany and confusion from the sudden change of the whole politic and economic system. Moreover, the change of population, territory, industry, etc. in the East during the long time after the unification has become a new factor that effects the eastern labor market environment and that makes the labor market integration even more complex. Especially, such systematic change disturbs the demand and supply of labor resources and distorts the employment construction which have become the key goals of current labor policies. Assuming a similar German absorbing unification model for the South and North Korea case, we can find ideal implications from the German experience for how to achieve a smooth labor market integration through monitoring the North Korean economy, integrating both economies gradually and recovering self-reliance of the North Korean economy.
