이 글은 통일20주년을 맞이하는 독일의 사회통합 수준을 평가하고, 한반도에서의 시사점을 찾고자 한다. 독일사례를 분석하기 위하여 사회통합을 개념적으로 체제통합과 가치 통합으로 분류하였다. 그리고 체제통합의 수준은 정치적으로 민주주의에 대한 인식과 경제적으로 경제상황에 대한 기대감을 토대로 알아보았다. 이와 함께 가치통합은 동서독 주민간의 상호이해, 상호교류, 국민정체성이라는 관점에서 평가하였다. 분석결과, 체제통합의 관점에서 동독주민들에게는 민주주의의 비효율성 보다 경제적인 어려움에 대한 우려가 더 크다는 것을 알 수 있다. 그리고 가치통합의 관점에서는 동서독 주민간에 국민정체성은 비교적 성공적으로 형성되었으나, 상호간의 이해와 교류는 여전히 낮은 수준에 있다는 것 을 알 수 있다.
Abstract
This paper aims to evaluate the level of social integration in Germany after 20years of its unification. It will further find out some implication on Korean peninsula. To analyze the German case, the social integration is conceptually divided into system integration and value integration. The system integration is evaluated with the democracy perception and economic expectation of citizens in Eastern Germany, while the value integration is evaluated based on the data about mutual understanding, mutual exchange and national identity. The analysis shows that East German citizens worry more about economic hardship than democratic inefficiency. In terms of value integration, national identity has been successfully formed but the mutual understanding and exchange still remain in its low level.
