한국은 세계에서 유일의 분단국가로서 현존위협인 북한위협에 중점적으로 대비하여 왔다. 이러한 안보환경으로 인하여 한국은 잠재적 위협인 주변국 위협에 대해서도 대비해야 하지만 실질적으로 많은 제약이 따르고 있다. 그러나 최근 안보위협이 급격히 변화함에 따라 한국의 안보위협 대비에도 변화가 필요하다는 주장이 제기되고 있으나 이러한 주장은 해양에서 주변국과의 갈등이 고조될 때마다 제기되어 왔었다. 최근의 안보환경의 특징은 해양을 중심으로 위협이 증가한다는 것이며, 위협의 변화도 매우 급격하게 이루어지고 있다는 것이다. 이러한 측면에서 한국의 안보위협에 대한 변화를 전망하는 것은 제한된 국방비로 인하여 모든 위협에 대비할 수 없는 한국의 현명한 정책 결정에 매우 중요하다고 할 수 있다. 결국 한국은 북한 및 주변국 위협에 모두 대비하기 위해 안보위협에 대한 패러다임 전환과 아울러 변화된 패러다임에 따른 행동 실천은 이제 매우 시급한 과제라고 할 수 있을 것이다.
Abstract
The Republic of Korea, as the only divided state in the world, has prepared its military posture against the existing threat of North Korea. Having faced this threat, the ROK has been in difficult to prepare and counter the threats from not only North Korea but also potential hostile countries around her. However, it has been highlighted that the military preparation of the ROK needs some adjustment, as the security environment around the Korean peninsula has been changing significantly. Yet, this argument has frequently raised whenever territorial conflicts between the ROK and its neighbor countries come up to the surface. Some feature of the recent ROK security environment is that maritime threat around the ROK has been increasing and it has changed very rapidly. Therefore, it is necessary to anticipate change of the ROK security environment and make a wise policy decision since the ROK would not be able to counter every potential threat within its budget limitation. Therefore, in order to prepare threats from North Korea as well as its neighbor countries, it is urgent for the ROK to decide and take an proper action in accordance with the new paradigm required to meet the changes of the security environment.
