독일 통일 후 구 동독지역의 사회정책과 사회통합

초록

본 논문의 목적은 독일의 통일과정과 통일 후 약 30년 동안의 사회통합과 사회정책간의 관계를 규명하는 데 있다. 45년간 집단적 이데올로기가 개인의 삶을 규정했던 동독의 전체주의체제에서 개인이 결정하고 개인이 책임을 지는 자유민주주의 시장경제로의 변화과정에서 동독의 주민들은 극심한 혼란과 어려움을 겪었다. 통일로 인한 자유의 획득과 민족의 동질성 회복에 앞서는 것은 동독 시절에 겪어보지 못했던 대량 실업의 발생이었다. 실업으로 인한 경제적 어려움과 동서독의 경제적 격차는 동독 주민들의 자존심에 큰 상처를 냈고, 동서독의 사회통합을 어렵게 하는 결정적 작용을 하게 되었다. 또한, 동서독 간의 경제적 격차는 동서독간의 내적 통합을 어렵게 하는 것 뿐만 아니라 외국인 노동자 혹은 최근 급증하고 있는 난민자에 대한 극우적 폭력과 적대적 행위를 발생시키는 원인이 되기도 한다. 따라서 교육 및 문화 영역 등의 내적 통합을 위한 노력과 함께 고용 및 사회정책을 통한 경제적 격차의 해소가 선결과제임을 볼 수 있다. 서독 중심의 사회보장제도 통합과 사회정책은 동독지역의 실업자 대량 발생으로 인한 정치적 논란이나 사회적 불안을 해소하는데 기여하였다. 현재 독일 주민 특히 동독지역의 주민들은 통일과 그 후의 경과에 대해서 만족하는 비율이 높다. 하지만 서독과의 경제 수준의 격차와 문화적 이질감으로 정서적으로는 아직 통합에 이르지 못하고 있다. 동서독의 진정한 사회통합은 동독지역의 미래를 대비한 산업시설의 확충과 기업의 생산성 향상을 통해서 동독지역의 임금이 서독지역과 동등한 수준에 도달할 때 가능할 것으로 전망된다. 독일의 통일과 그 후 약 30년간의 경험에서 분명한 것은, 통일은 분단의 끝이 아니라 내적 통합을 향한 출발이라는 것이다.

Abstract

The purpose of this paper is to clarify the relationship between German reunification and social integration and social policy for about 30 years after the reunification. In the course of the transition from the totalitarian system of East Germany, in which the collective ideology defined the life of a person for 45 years, to a liberal democratic market economy in which individuals are responsible for their own decisions, the people of East Germany suffered extreme confusion and difficulties. The acquisition of freedom and the restoration of the homogeneity of the nation by reunification was the outbreak of mass unemployment that had not been experienced in East Germany. The economic difficulties caused by unemployment and the economic gap between East and West Germany have undermined the self-esteem of the East German people and have made the integration of East and West Germany an extremely difficult task. In addition, the economic gap between East and West Germany has not only made internal integration between East and West Germany harder, but also caused extreme violence and hostile acts against foreign workers or the recently growing influx of refugees. Therefore, it is necessary for Germany to resolve the economic gap through employment and social policies and need to enhance it efforts for internal integration through education and cultural cohesion. In fact, integration of the social security systems and social policies contributed to resolving political tension and social unrest caused by mass unemployment in East Germany. At present, residents of East Germany are satisfied with the process of reunification and the subsequent outcomes. However, due to the economic disparities and cultural heterogeneity with West Germany, the former East Germany has not been fully integrated emotionally yet. The real social integration of East and West Germany is expected to be possible when wages in East Germany reach the level of West Germany by expanding industrial facilities and improving productivity of enterprises in the East Germany. From the experience of about 30 years post German reunification, it is clear that unification is not the end of division, but a beginning of internal integration process.
