한국과 중국 사이에 있는 이어도 주변해역은 해양경계가 미획정된 상태이고 해양경계획정 협상을 진행 중이다. 최근 해양전략 동향을 통해서 볼때 중국이 이어도 이슈에 대해 ‘힘에 의한 접근’을 통해 이어도 해역 통제나 무력 위협 등 물리적 대응의 가능성을 배제하기 어렵다. 이 글은 이어도 관할권을 둘러싸고 발생할 수 있는 중국과의 충돌 가능성들을 유형화하고 그에 따른 대응 방안들을 모색하는 것을 목적으로 하고 있다. 중국과의분쟁 양상은 주로 이어도 주변 해역 및 이어도해양과학기지를 둘러싸고 해상집단시위에서부터 무력충돌에 이르기까지 다양한 형태로 나타날 수 있으며 민간세력, 해양경찰, 군 등 다양한 행위 주체들이 개입할 수 있다. 따라서 이 글은 이어도 분쟁을 체계적으로 유형화하고, 각 유형별 분쟁의 가능성들을 검토하여 그에 대한 대응과 방안 모색의 필요성을 주장하고 있다.
Abstract
Delimitation of maritime boundaries is presently discussed over the sea areas surrounding Ieodo, which is located between Korea and China, where marine boundary has not yet been delineated. When reviewing the latest trend of maritime strategies, it is difficult to exclude the possibility that China might take action on the Ieodo issue via “force approach,” or use of military forces (e.g., Ieodo sea-area control or threats of armed intervention). This article aims to stereotype potential conflicts with China over Ieodo jurisdiction and explore countermeasures. The dispute with China is multifarious, from mass demonstration on the sea to military engagements primarily over the Ieodo Ocean Research Station and the sea areas surrounding Ieodo, in which various agents―such as private forces, marine police, and military forces―can intervene. This article systematically stereotypes Ieodo disputes, examines potential conflicts for each type, and asserts the necessity of countermeasures and their exploration.
