정책네트워크 이론을 통한 유럽연합의정책결정과정 분석 : 성희롱 정책 사례를 중심으로

유럽연합의 직장내 성희롱 정책은 경제적 공동체로 시작한 유럽연합의 특성상 유럽연합의 고용정책의 일환으로 수립되어, 1990년대 초 구속력 없는 결의문과 권고로 시작되었지만 2002년 구속력 있는 동일대우지침의 개정으로 강화되고 발전되었다. 유럽연합의 직장내 성희롱 이슈의 정책네트워크는 유럽연합의 초국가적 기구들, 회원국가들, 여성단체들과 페미니스트들, 노동자조합 및 노동단체들, 전문가들로 구성된 초국가적 네트워크이다. 유럽연합의 다층적 거버넌스 체제 속에서 다양한 행위자들은 국가수준과 유럽연합 수준을 왔다 갔다 하면서 ‘핑퐁효과’를 보이며 상호작용을 한다. 정책네트워크의 연계구조는 다양한 행위자들이 유럽연합의 공식적, 비공식적 제도를 통해서상호적으로 개방적이고 수평적인 관계를 맺고 있는 특징을 보인다.
Abstract
This article analyses the decision making process of the policy of sexual harassments at workplace in EU from the perspective of policy network theory. The actors, the Interaction among actors, the structure of policy network are studied. The Policy network of the policy of sexual harassment in EU includes various actors which are Policy makers of European Institutions, member states of EU, Women’s Organizations, Feminists, Trade Union and workplace Organizations, Experts. The interaction of actors brings “ping-pong effect” in the EU as a multilevel governance system. In line with the method of community and the open method of coordination, Institutions of EU maintained the balance of power and open the participations of noninstitional actors. The structure of Policy network was horizontal and open.
