본 연구는 한국 민간외교단체의 민간외교 활동 현황과 평가, 전망 그리고 정부의 역할에 관한 분석을 시도했다. 소프트파워 제고차원에서 민간외교단체 활동 평가, 향후 의 전망, 그리고 정부지원과 정책적 함의를 추출하고자 했다. 연구방법론은 이메일(email) 설문조사, 심층인터뷰(in-depth interview), 전화 인터뷰 등을 통한 서베이를 실시했다. 서베이에 응한 45개 단체를 개발협력 NGO(13개 단체)와 친선단체 및 학회(32개 단체)로 구분했다. 서베이를 통한 현실 인식을 바탕으로 그동안 산발적으로 진행되었던 민간외교활동에 대한 현황을 개괄적으로 살펴보고, 문제점에 대한 평가와 바람직한 소프트파워 구축과 활용의 일환으로서 민간외교에 대한 객관적인 평가를 시도하고자 한다. 세부적인 연구주제는 다음과 같다. 1) 민간외교단체의 활동분야와 활동양식은 어떠한가? 2) 민간외교단체의 한국 민간외교활동에 대한 평가는 어떠한가? 3) 소프트파워 제고차원에서 민간외교활동의 방향성은 무엇인가? 등 3가지이다.
Abstract
This study attempts to analyze Korean non-governmental diplomacy activity and also the evaluation and prospect of it. As a study method, the paper conducted a survey through e-mailing, in-depth interviewing, and telephone interviewing, etc. And the study divided 45 groups agreeing to participate in the survey into the NGOs(13 groups) for developmental cooperation and also friendly groups and academic societies (32 groups). This study intends to examine the current status of Korean non-governmental diplomacy activity in general, evaluate the problems it exhibits, and also perform objective evaluation on non-governmental diplomacy as a part of establishing and utilizing desirable soft power. And this article’s detailed study topics are as written below: 1) What are the areas and patterns of activity of the nongovernmental diplomacy groups? 2) How is the evaluation on the Korean nongovernmental diplomacy activity performed by non-governmental diplomacy groups? 3) What is the directivity of non-governmental diplomacy activity regarding the resources to enhance soft power? The paper aims to suggest desirable directivity to enhance soft power afterwards based on the current status of Korean non-governmental diplomacy and the evaluation on it.
