초록

본 논문은 시간에 따르는 정책과 제도의 변모상에 주목하여 일본의 자유무역협정(FTA) 정책이 형성하고 변화하는데 미친 요인들을 고찰하였다. 본 논문은 크게 세 부분으로 구성되어 있다. 첫째, 1990년대 후반 일본의 통상정책 패러다임이 다자주의 일변도에 서 지역주의로 전환하게 된 배경과 원인에 대해서 고찰하였다. 특히 싱가포르 및 멕시코와의 FTA 체결 과정을 살펴봄으로써, 일본이 FTA를 추진하는데 걸림돌이 되었던 요인들을 확인하였다. 둘째, 일본정부의 각 부처별 FTA 정책에 대해서 살펴보고, 지금까지 ASEAN 중심의 FTA 체결을 추진하게 된 정치적ㆍ경제적 요인을 분석하였다. 그리고 기체결 FTA의 내용을 통해서 일본이 추진한 ‘동아시아 커뮤니티’ 전략의 성과를 평가하고 경제동반자협정(EPA)이라는 용어에 집착하는 이유를 유추하였다. 마지막으로 2010년 후반부터 논의되기 시작한 환태평양경제동반자협정(TPP) 가입 추진의 배경을 살펴보고, 최근 일본의 FTA 정책 변화가 향후 동북아시아 경제통합의 실현 가능성에 어떠한 영향을 미칠지 검토하였다.

Abstract

This study examined the factors that have influenced the formation and change of Japan’s Free Trade Agreement(FTA) policy, focusing on the evolution in policies and institutions with regard to time period. This study is divided into three parts. The first part investigates the background and cause for the change in Japan’s trade policy paradigm from multilateralism to regionalism in the late 1990s; in particular, it looked at the FTA process with Singapore and Mexico. We also identify the impeding factors to promote FTA policies. The second part of this study reviews the Japanese criteria for FTA partners by government agencies and analyzes the political and economic factors that had the government go ahead with the “East Asian Community” strategy. Moreover, by exploring the contents and features of the concluded FTAs, this study evaluates the results of the ASEAN-centered FTA strategy that Japan promoted, and analogizes the reason why Japan prefers to use the term “Economic Partnership Agreement(EPA)” rather than FTA. In the final part, we investigate the background in which Japan sought to participate in the Trans-Pacific Strategic Partnership Agreement(TPP) that began its discussions in late 2010, and examine how Japan’s recent changes in FTA policy could affect the feasibility of future economic integration within Northeast Asia.
