지난 11월 대통령 선거인단을 뽑는 예비선거에서 오바마 현 미국 대통령이 재선에 성공하였다. 논문은 두 번째 임기를 시작하는 오바마 정부의 아시아-태평양 지역에서의 외교정책 방향을 고찰하였다. 오바마 정부는 그 선임자인 조지 부시 정부의 “태평양 중심축” 전략을 그대로 계승하여 지난 4년간 미국의 대외정책에서 큰 변화를 보이지 못하였고 이러한 외교적 패턴은 오바마 2기에서 보다 강화될 것으로 보인다. 2012년 미 대선 직전에 실시된 미국 성인남녀를 대상으로 한 여론조사 결과를 분석하여 여론과 미디어의 영향이 외교정책결정 과정에 미치는 영향이 상대적으로 큰 미국 정치 문화 특성상 향후 4년간의 미국의 대 동북아시아 지역에 대한 정책 방향을 고찰하였다.
Abstract
In November 2012, Obama, current president of America, finally succeeded in being reelected in preliminary election. This paper tries to shed some light on how the Obama administration deals with political and economic conflicts among Northeast Asian countries, in particular Japan, China, and North & South Korea. What the author argues in this study is that Obama’s administration has followed its predecessor administration(George W. Bush’s administration)’s strategy for foreign policy decision-making. Also, based on investigating on the survey data which was conducted right before the presidential election, the author tries to show how the American public opinion about Northeast Asian countries looks like and the potential direction of foreign policy making toward Asia-Pacific region.
