한미동맹과 미일동맹의 실태 비교: 동맹 구성요소를 중심으로

본 논문은 2015년 4월 개정된 “미일방위협력지침”을 통하여 미일동맹이 크게 강화된 것을 본 후 한미동맹의 현 주소를 파악해보고자 하는 의도에서 작성되었다. 지금까지 한미동맹과 미일동맹에 관한 비교가 적지 않았으나 대부분 변화된 상황에 대한 양 동맹의 대응방향을 비교하는 성격이 많았다. 이러한 동태적 비교는 특정 상황에서는 흥미롭지만, 동맹의 본질적인 차이를 이해하는 데는 미흡함이 있었다. 따라서 고루할 수도 있지만 경성요소와 연성요소로 구분하여 양 동맹의 구조를 본질적으로 비교하고자 한다. 본 논문의 분석결과 한미동맹과 미일동맹은 조약, 안보협의체제, 미군주둔 등의 경성요소에서는 거의 동등하고, 공통 전략목표, 연합지휘체제, 방위비분담 등 연성요소에 해당되는 요소들도 기본적으로는 유사하다. 다만, 연성요소의 경우 공통 전략목표에 있어서 한미 간에는 중국과 관련하여 전략목표의 차이점이 노출되고 있는 반면에 일본과 미국 간에는 공통성이 더욱 커지고 있고, 연합지휘체제에 있어서 한국에서는 한미연합사 해체 논란이 장기간 지속되어 왔는데 비하여 일본은 동맹조정 메커니즘을 강조하고 있다는 차이점이 있다. 한국이 인식하는 한미동맹과 미일동맹의 차이보다 미국이 인식하는 그 차이가 더욱 클 수 있다. 한미동맹의 경우 공통 전략목표나 연합작전수행태세가 점점 혼란스러워질 경우 미 의회 등에서 한미동맹에 관한 전반적 재검토나 주한미군의 감축 또는 철수를 요구할 수도 있다. 한미동맹과 한중관계가 상충되었을 경우 한국이 중국을 선택할 수 없다면, 한미동맹을 더욱 강화하는 것은 물론이고, 일본과의 관계도 개선해나갈 필요가 있다.
Abstract
This paper tries to identify the current position of the South Korea-U.S. alliance in comparison with the U.S. and Japan alliance especially in the wake of the amendment of the defense cooperation guideline between the U.S. and Japan in April 2015. This paper finds that the two alliances are almost identical in terms of hardwares of the alliance such as the treaty, the security consultative mechanism and the stationing of the U.S. forces. They have similar level of the softwares of the alliance such as common strategic goals, combined command structures and cost sharing practices, except for some differences on the quality of the softwares. South Korea and the U.S. does not have a full agreement regarding the threat preception of China contrary to the united U.S. and Japan. The strength of combined command structures in South Korea-U.S. alliance diminishes due to the South Korean demand for the transition of the operational control authority, contrary to the U.S.-Japan Alliance's recent establishment of the Alliance Coordination Mechanism. The gap between the South Korea-U.S. alliance and the U.S.-Japan alliance can be seen bigger from the U.S. perspective. The U.S. congress may demand the fundamental review of the necessity of the South Korea-U.S. alliance including the withdrawal of the U.S. forces from South Korea, if a very risky situation occurs in the Korean Peninsula. If South Korea cannot select China as its ally instead of the U.S. it should strengthen the alliance with the U.S. and try to improve its relations with Japan.
