미일동맹의 강화와 주일미군 재배치의 전략구도: 한국의 중장기 동맹전략에 대한 함의

탈냉전기에 들어와 미일 양국은 아태지역의 지역안보 수행이라는 전략적 공동목표를 새롭게 제시하면서 동북아 질서관리의 기축으로서 미일동맹을 자리매김하였다. 9-11 테러라는 새로운 안보위협과 중국의 발흥이라는 도전요인에 직면하면서, 미일 양국은 한편으로는 군사변환의 흐름 속에서 주일미군의 재배치를 도모하고, 동시에 일본은 2004년의 3차 방위대강을 통하여 중국의 해양진출에 대한 견제 태세를 시사하였다. MD체제의 정비를 주요 목표로 정한 3차 방위대강 책정 이후 일본은 미군과의 병렬적인 지휘관계의 취약점을 극복하기 위하여 공조태세와 상호운용성의 중시라는 지침 하에 공동작전체제의 실현에 돌입하였다. 이처럼 미일동맹이 중국에 대한 견제를 포함한 동북아 관리수단으로 대두되면서 한미동맹 역시 주한미군 재배치와 더불어 전략적 선택의 기로에 놓여질 가능성이 대두되었다. 한국은 앞으로 전통적인 ‘세력정치(power politics)’가 잔존한 동북아에서 미일동맹의 강화에 따른 동북아 역학관계의 변화에 대한 현실적인 평가를 미래 한미동맹 방향 설정에 있어서 기본적인 고려 요소로서 포함시켜야 할 것이다.
Abstract
In the mid-90s, the U.S and Japan redefined their bilateral alliance in the name of enhanced regional security of Northeast Asia. Facing unprecedented terrorist attack of the September 11 and aggressively rising China, the two nations plan to relocate the U.S. forces in Japan, while Japan simultaneously has revised its National Defense Program Outline in 2004 in an effort to check the increasingly threatening maritime activities of China. Emphasizing interoperability, Japan's Self Defense Forces started to synchronize its air defense readiness with the U.S. forces, which together with the relocations poses a new challenge and tasks to the future alliance management of South Korea. The Republic of Korea will need to carefuly and realistically examine the impact of the strengthening US-Japan alliance to the power configuration of Northeast Asia.
