1960년 1월 미일안보조약이 개정되는 과정에서 미일 양국이 미군의 배치와장비, 군사작전에 관한 ‘사전협의’라는 제도를 만들었던 것과 달리 한미동맹의기반을 이루는 한미상호방위조약의 경우 ‘사전협의’ 조항이 없다. 자국의 행동의자유를 구속받고 싶지 않았던 미국은 일본 정부의 묵인하에 사실상 주일미군기지를 자유롭게 이용할 수 있었다. 반면 한미동맹에 있어서 사전협의는 조약상의 의무가 아니었으며, 주한미군의 감축이나 철수에 대한 한국 측의 우려나 반발을 불실시키려는 미국 측의 외교적 수사에 지나지 않았다. 이 논문은 1960-70년대 주한미군의 감축이나 철수를 둘러싸고 한미 간에 어떤협의가 있었는지를 구체적으로 살펴본 뒤 그것이 주한미군의 전략적 유연성 문제와 사드 배치 결정 등 최근의 한미관계에 어떤 함의를 주는지 검토하였다.
Abstract
There is no prior consultation clause in the Mutual Defense Treaty between the United Stated of America and the Republic of Korea, in contrast to the new Treaty of Mutual Cooperation and Security between Japan and the United States on January 1960. This article examines the political consultations regarding the reductions of the United States Forces in Korea(USFK) between the ROK and the United States in the 1960s and 1970s, and then explores its implications for both strategic flexibility of the USFK and the decision to deploy a Terminal High-Altitude Area Defense(THAAD) to USFK.
