중국공군의 현대화 추세와 동아시아 안보

이글의 목적은 중국 공군의 항공전략 변화와 무기체계 현대화의 분석을 통해 향후 동아시아 지역에서 미․중의 항공력 균형과 그에 따른 시사점을 도출함에 있다. 중국 공군은 ‘적극방어형 군사전략’에 의거하여 ‘공방겸비’형 항공전략을 채택하였으며, 이 전략의 채택은 항공력 건설에 다음과 같은 전환점을 가져왔다. 우선 공대공 전투기 위주에서 요격임무와 폭격임무를 병행할 수 있는 다목적 전투기 위주로 전투기 전력구조가 변화되고 있으며, 둘째로는 전투기의 첨단화를 통해 세대교체를 추진하고 있다. 셋째로는 전투임무 수행시 완전성을 제고하기 위해 전투기 이외의 전력, 즉 폭격기, 정보․감시․정찰 (ISR)기, 공중조기경보통제기, 전자전기 등을 병행하여 발전시키고 있으며, 마지막으로 공중급유기, 대형수송기 등 원거리 전력투사를 위해 노력하고 있다. 그러나 현재 중국이 전투임무기 현대화를 통해 첨단 전투기 도입을 하는 등 일말의 성과를 보이고 있지만, 아직까지 질적인 측면에서 미국을 따라 잡기에는 역부족인 것으로 판단된다. 그럼에도 불구하고 1990년대 초반 미국과의 항공력 비교시 압도적인 열세를 항공력의 현대화를 통해 점차 그 차이를 좁혀가고 있다는 점은 주목할 만하다. 결론적으로 중국공군의 항공력 현대화는 “공방겸비” 항공전략을 바탕으로 첨단화, 패키지화, 원거리화로 특징지을 수 있으며, 이것을 종합하면 “공세성”이라는 용어로 함축할 수 있다. ‘공방겸비’ 전략에 근거한 중국공군의 공세적 성격 증가는 동아시아 안보문제에 있어 시사하는 바가 매우 크다. 현재 난사군도 문제 등에 있어 그러한 공세성이 그대로 표출되고 있기 때문이다. 향후 영토분쟁 및 주변국과의 갈등 발생시 중국은 외교적 노력과 병행하여 군사력을 활용한 강압적 방법을 사용할 가능성이 증대할 것이며, 이것은 동아시아 지역의 안보역학적 균형에 변화를 야기할 것이다. 특히 현상유지와 강압적 전력투사라는 두 가지 정책을 결정함에 있어 항공력 균형에 대한 인식은 중요한 요인이 될 것으로 판단된다. 따라서 중국공군의 발전추세에 대한 지속적인 관심과 보다 심도 있는 연구가 요구되는 시점이다.
Abstract
This paper examines modernization of the PLAAF and analyzes air power balance between U.S. and China in East Asia. The PLAAF has been adopted “Combination of Offensive and Defensive Strategy” as a part of the PLA’s military strategy “Active Defense Strategy”. The PLAAF's strategy led to following changes in Chinese air power building. First, fighter aircraft structure is being changed from air-to-air attack to air-to-ground attack fighter aircraft. Second, the PLAAF started to pursuing a generational change to the 4/5th generation aircraft. Third, the PLAAF conducts modernizing other fight mission aircrafts to improve completeness of fight mission, such as bomber, ISR, Air Refuel, electronic warfare aircraft. Although modernization of the PLAAF's weapon system is not enough to catch up with the U. S.’s air power, the air power gap between U.S. and China is gradually becoming narrowed. For instance, the PLAAF overwhelmingly outnumbered the US Air Force in that region since the early 1990s. Modernization of the PLAAF is an important aspect in East Asian security. It may cause a dynamical power change in that region within 10 years. In particular, China’s air power influences Chinese foreign policy regarding its conflicts with U.S., such as Taiwan strait, Spratly island and other issues. Therefore, more in-depth research and constant attention to the development of the PLAAF is significant.
