본 논문은 한미동맹에서 발생하는 다양한 동맹 딜레마를 북한의 위협, 중국의 부상, 한미 간의 동맹 제지 게임, 그리고 한미일 삼각 협력의 관점에서 분석한다. 동맹이 장기간 지속되면서 안보위협의 대상이 달라지기도 하고, 위협의 강도가 달라지기도 한다. 이에 따라 동맹의 목적이 재정립되기도 하고, 동맹의 응집성이 변화하기도 한다. 동맹은 다양한 딜레마를 겪으면서 유지된다. 딜레마는 용어의 의미대로 해결할 수 없는 본래적 갈등이 내재된 문제이기 때문에 해결되기보다는 관리될 수밖에 없다. 동맹은 공동의 위협에 대한 대처라는 합의에 기반한 것이지만, 때로는 동맹 상대국을 자신의 의사대로 묶어두고 관리하기 위한 결박과 제지의 수단이기도 하다. 장기간 지속되고 있는 한미 동맹 역시 21세기 들어 많은 딜레마에 직면하고 있다. 한국은 대북 강경, 혹은 관여 과정에서 발생할 수 있는 미국과의 의견 차이를 불식시키면서 미국의 아시아 재균형 전략에 대처해야 하는 어려움을 겪고 있다. 중국의 부상에 대한 한미 간의 전략 소통도 중요하다. 중국의 부상에 따르는 위협 혹은 기회에 대해 한미 간 전략 대화를 추구하면서 미국의 제지 전략에 대처해야 한다. 동시에 중국과의 전략 협력을 강화하면서 대중 협력이 한미동맹 강화와 반드시 배치되지 않는다는 점을 미국에 설득해야 하는 어려움도 있다. 이 글은 동맹을 둘러싼 다양한 딜레마들이 현재 한미동맹을 어떻게 변화시키고 있고, 향후 한미 동맹은 어떠한 방향으로 변화해갈지를 연구해본다. 우선 한국이 북한, 중국과의 관계를 설정하는 방식에 따라 한미동맹이 어떻게 바뀌는지를 알아보고, 한미 간의 동맹 제지의 양상을 살펴본 후, 한미일 삼각 안보 협력 관계 속에서 한미동맹이 어떠한 영향을 받는지 살펴보도록 한다.
Abstract
This article explores various aspects of alliance dilemma of the ROK-US alliance from the perspective of security threats from North Korea, the rise of China, restraint game between South Korea and the United States, and South Korea-Japan-the United States trilateral cooperation. The alliance goes through the transformation of security threats, and experiences changes in the degree of threats. Alliance tends to maintain itself by overcoming these dilemmas with differing degrees of coherence. Dilemmas are to be managed, but not to be fundamentally solved. States try to cope with security threats with military powers combined, but also intends to restrain the ally to maximize one’s strategical aims. The ROK-US alliance thought out long history has faced with many dilemmas. South Korea has experienced many difficulties to coordinate security policies with Washington and to go well with American rebalancing. Strategic dialogue between the two regarding the rise of China is crucial as well. South Korea needs to maintain close strategic dialogue with Washington, at the same time wisely coping with the U.S. restrains policy. Also strategic cooperation with China should not viewed as contradictory with South Korea’s alliance partnership with the United States. This article examines the outcome of different dilemmas on the past and future trajectory of the ROK-US alliance. Also it studies how South Korea’s strategy toward North Korea and China will affect the ROK-US alliance, how the United States conduct the restraint policy toward South Korea, and how the trilateral cooperation among Seoul, Tokyo, and Washington affects the alliance.
