남과 북이 분단 상태에서 상호 군사적 대치를 지속하는 가운데, 북한은 경제난 속에서도 그들의 궁극적 목표인 남한 적화통일이라는 야욕을 버리지 않으며, 핵무기와 장거리 미사일 개발을 포함한 군사력 증강에 힘쓰고, 최근 개최된 7차 노동당 대회에서도 경제와 핵무력 건설 병진노선을 거듭 천명하고 있다. 미국의 ‘아시아 회귀’정책으로 인한 미‧중간의 갈등이 증폭되고, 중국의 ‘적극방어전략’을 천명, 러시아의 ‘신 러시아제국’의 부활 움직임, 일본의 군사 강국화와 안보 관련 법안 개정 등이 주변국의 우려를 초래하고 있다. 즉 한반도를 둘러싼 총체적 안보환경이 더 한층 악화되고 있는 것이다. 한국 공군은 1949년에 창군한 이래 획기적인 발전을 거듭해왔다. F-15K, KF-16 전투기, C-130 수송기, 공중통제기 등 세계 선진 수준의 전력을 보유하고 있으며, 최첨단 F-35 항공기, 공중급유기, 고고도 무인정찰기 등을 도입할 예정이다. 그러나 이러한 질적 성장에 비추어 한반도 실정에 맞는 효율적 항공력 운용전략의 정립은 매우 미흡한 수준으로 평가 받고 있다. 이에 따라 본 연구에서는 한국군과 항공인 들이 공동으로 인식하고 지향해야 할 하나의 사고방식(way of thinking)이자 신념을 제시하는데 중점을 두고 항공전략 정립 방향을 연구하였다. 이를 위해 북한과 주변국의 군사전략과 최근 동향들을 평가하고, 한반도 안보 환경의 특수성을 분석하여 이에 부합된 ‘한반도 항공 전략’ 정립 방향을 도출하였다. 결론적으로 한반도 항공 전략은 평시 ‘능동적 억제전략’, 위기시 ‘선별적 강압전략’, 전시 ‘공세적 마비전략’을 기본적인 틀로 제시하였으며, 현대 항공력 운용사례의 교훈과 이론들을 반영하여 한반도 특수성에 부합된 항공전략이 하루 빨리 정립되어야 할 필요성을 제기함에 목적을 두고 기술하였다.
Abstract
The Korean peninsula is still divided into two parties, confronting each other. Amidst severe economic difficulties, North Korea didn't abandon its ultimate goal of reunifying Korea by communizing the whole peninsula, and also strives to enhance its military power by developing nuclear weapons and long-distance missiles. Moreover, the security environment of Northeast Asia faces a significant transitional phase due to the changes in the military policies of the 4 countries surrounding the Korean peninsula. The Republic of Korea Air Force has shown tremendous development since its establishment in 1949. It possesses world class air power capability such as F-15K, KF-16 fighter, C-130 cargo, airborne early warning airplane, and plans to acquire F-35, Tanker, Global Hawk. However, theoretical studies on air power operational strategies are highly insufficient and lag way behind the current level of air war potentials. Thus, this thesis aims to understand the air power role in the modern warfare. and to call for a change of paradigm of theater planning in order to maximize the effectiveness of air power capabilities. In conclusion, this study examines existing military strategy of key countries in the Northeast Asia and emphasizes the direction of establishing the 'Air Power Strategy’ in the Korean Peninsula.
