Abstract
This paper suggests a Korean policy response to a rising China and changes in U.S.-China relations. The relationship between the U.S. and China involves cooperation in economic affairs and competition in national security. Maritime disputes have become one of the major irritants in U.S.-China relations, and maritime tension is escalating. There are three main maritime dispute issues in U.S.-China relations. First, the U.S. and China have different positions on the legality of military operations in foreign EEZs. Second, there is the East China Sea ADIZ issue, which could be interpreted as China’s attempt to improve its sovereignty claim over the Senkaku/Diaoyu Islands. The U.S. demonstrated that it was willing to ignore China’s East China Sea ADIZ by flying two B-52 bombers through it without complying with rules set by China. Third, there is the South China Sea artificial islands issue. The U.S. ignores any Chinese claim to territorial waters based on artificial islands, and has sent a warship into disputed territorial seas of China’s artificial islands in the South China Sea. China’s rise increases the possibility of conflict between the U.S. and China. In this situation, Korean policy needs to strengthen Korea’s security, which includes THAAD, persuade China to understand Korea's position, and back multilateral maritime dispute resolution mechanisms. This will be the best policy to assert Korea’s national interest.
