남중국해와 미국의 선택 : 지속과 변화

초록

이 글은 미국의 남중국해에 대한 접근이 어떤 일관성과 변화를 보여 왔는지를 오바마 행정부와 트럼프 행정부의 공개적 논의와 주장을 통해 검토하고, 그 함의를 논의하는 것을 목적으로 한다. 남중국해에서는 지난 몇년 간 미국과 중국 사이 갈등 상승의 가능성에 대한 우려가 증가되어 왔지만, 갈등 격화에 대한 대부분의 얘기는 정확히 검증되지 않은 상황에서언론을 통해 확산되고 있는 경향도 존재한다. 따라서 한편으로 미국이 국제규범 준수의 차원에서 유엔해양법협약을 비준하고 보다 적극적으로 관련 당사국들과 합의할 수 있는 국제규범을 도출하는데 노력하고, 관련 당사국들이 현상 변경으로 인식될 수 있는 행동을 자제하는 것에서 남중국해 문제는 갈등 소지를 억제하는 동시에 새로운 해결책을 모색하는 쪽으로 진행할 수 있을 것이다. 그러나 남중국해 문제의 한 당사자인 미국은당분간 일방주의적 노선을 견지할 것이고, 그 노선은 중국과의 세력전이적대결이라는 관점을 지니고 잭슨주의적 유권자들을 핵심 지지자로 두고 있는 막강한 권한을 지닌 대통령에 의해 주도될 것이다. 특히 트럼프 대통령이 미국 우선주의를 강력히 천명하고 냉전적 현실주의 인식을 가지고 있는 것으로 드러나면서 남중국해 문제는 악화될 가능성이 크고 한국의 관련 행보는 한층 복합적이 될 수밖에 없는 상황이다. 한국으로서는 남중국해와 관련하여 협의의 국익 추구를 넘어서는 국제적 공공재를 제공하여이슈의 성격 자체를 전환시킬 수 있도록 체계적인 준비를 해야 할 것이다.

Abstract

This article tries to review the continuity and change in U.S. approaches to the South China Sea during the Obama and Trump administrations, and discuss their implications. Despite globally growing concerns about the possibility of escalation of tensions between the U.S. and China in this area, most stories pointing to the potential collision seem to be spread through the media without verifying regarding facts. Therefore, there is a hope for a peaceful management of the issues. However, the U.S., one of the essential parties involving the South China Sea conflict, would not change its unilateral approach. This approach would be led by a very strong president with a viewpoint of the contest between the U.S. and China proposed by Power Transition Theory, and backed by Jacksonian supporters. In particular, since president Trump strongly advocates the so-called ‘America First’ policy and seems to maintain a perspective of Realism during the Cold, issues regarding the South China Sea appear to remain so complicated that the Republic of Korea should go beyond a narrow pursuit of national interest and be ready to provide a global public good for changing the nature of the issues.
