이 글의 목적은 북한 김정은 정권의 핵 담론을 재구성하는 것이다. 이를 통해 북한과 같이 ‘깡패국가’로 규정되는 국가가 담론을 통해 국제정치적 현실을 구성하는 능력이 있는가를 확인하고자 한다. 제기하는 질문은, 핵무기는 국제정치를 어떻게 바꾸었나, 북한은 왜 핵 국가가 되려 하는가, 김정은 정권의 핵 담론은 어디로 가고 있는가, 비핵화 프로세스를 다시 시작할 수 있는가 등이다. 북한은 스스로 느끼는 안보 위협에 대처하기 위해 핵무기 개발이라는 내적 세력 균형 정책을선택했고, 한반도 비핵화와 교환할 수 있는 담론의 생산을 통해 그들이 원하는국제정치적 현실을 만들고자 했지만, 실패했다. 미국에 트럼프 행정부가 들어서면서 북한에게 기회의 창이 열릴 수 있는지를 살펴보며 글을 마무리한다.
Abstract
The purpose of this article is to reconstruct the nuclear discourse of Kim Jong Un regime in North Korea. Analysis will be made to verify the ability of North Korea, a state defined as a “rogue state,” in constructing international political reality on the basis of discourse. The questions posed include how nuclear weapons change international politics, why North Korea aspires to become a nuclear state, where Kim Jong Un regime’s nuclear discourse is headed towards, and whether denuclearization process could resume. North Korea chose an internal balance of power policy based on a nuclear program to counter the security threat it has perceived. Despite such efforts, North Korea failed to create international political reality that it envisioned, which was to have the international society accept its discourse in return for denuclearization of the Korean peninsula. Finally, this article will review whether a window of opportunity will open up for North Korea, with inauguration of the Trump administration in the United States.
