북한의 핵⋅미사일 전력은 급속히 고도화되고 있으며, 핵전략 또한 억제를 넘어 핵전쟁 수행(nuclear war-fighting)에 중점을 두는 방향으로 진화하고 있다. 북한의 핵위협이 증대됨에 따라, 한국은 ‘3축체계’와 한미 ‘재래식핵통합’(CNI)을 기반으로 억제와 대응역량을 강화하는 데 주력하고 있다. 그러나 현재의 대응체계가 최적인지에 대한 면밀한 검토가 필요한 시점이다. 특히 전략사령부가 창설되어 3축체계를 지휘통제하게 됨에 따라, 이에 대한 재평가의 필요성은 더욱 커졌다. 3축체계는 태생적으로 정체성이 불분명하여 전략⋅작전⋅전력의 연계성있는 대응체계 구축에 많은 문제점을 야기했으며, 억제력의 실효성 측면에서도 여러 취약점을 노출해왔다. 또한, 한미 연합작전체계와의 유기적 연계 방안이 부족하며, 한미 간 ‘방기와 연루’에 대한 우려로 인해 동맹 딜레마를 초래할 가능성도 내포하고 있다. 이러한 문제점을 고려하여, 본 논문은 3축체계의 재구성을 중심으로 현 북핵 대응체계를 재정립하고, 핵무장까지 전제로 한 장기적 청사진을 마련할 것을 제안한다.
Abstract
North Korea’s nuclear capabilities are rapidly advancing, with its nuclear strategy shifting beyond deterrence to focus on nuclear war-fighting. As North Korea’s nuclear threats intensify, South Korea has prioritized strengthening its deterrence capabilities through the Three-Axis System and US-ROK Conventional-Nuclear Integration(CNI). However, it is crucial to reassess whether the current framework is the most effective approach. This need has become even more urgent with the establishment of the Strategic Command, which has taken over the command and control of the Three-Axis System. The Three-Axis System has faced inherent challenges due to its unclear identity, failing to provide a well-defined strategic, operational, and force development framework. Additionally, its effectiveness in deterrence remains questionable due to various structural limitations. The system also lacks a well-integrated coordination mechanism with the ROK-US combined operational framework, raising concerns over abandonment and entrapment, which could lead to a alliance dilemma. In light of these challenges, this paper proposes reconfiguring the three-axis system to establish a more cohesive and effective system while simultaneously developing a long-term strategic roadmap that considers the possibility of nuclear armament.
