본 연구는 NATO와 협력을 중심으로 대한민국 방위산업의 글로벌 공급망 확장 전략을 제시하기 위해 PMESII 프레임워크를 활용하여 방위산업의전략 환경을 평가하고, SWOT 분석을 통해 주요 강점과 약점, 기회와 위협요인을 도출하여 국가의 모든 수단인 DIME를 기반으로 한 전략적 방안을제시한다. 분석 결과, 대한민국 방위산업은 첨단 기술력과 NATO 표준에 부합하는무기체계를 바탕으로 글로벌 시장에서 경쟁력을 확보할 수 있는 기회를 보유하고 있다. 특히, NATO 회원국들의 국방비 증액과 무기 현대화 수요 증가는 대한민국의 방위산업 수출 확대에 긍정적으로 작용할 것으로 예상된다. 그러나 중국 및 러시아와의 외교적 균형, 핵심 부품 해외 의존도 완화, 방산 금융 지원 강화 등의 과제가 여전히 존재한다는 것을 확인하였다. 이러한 도전 과제들의 해결을 위해 본 연구는 NATO와의 외교적 협력(Diplomatic), 정보 공유 및 기술 보호(Information), 군사적 상호운용성및 공동 개발(Military), 방산 금융 지원 및 공급망 다변화(Economic)를 포함하는 통합적 DIME 전략을 제안한다.
Abstract
This study analyzes the strategic environment of South Korea's defense industry using the PMESII framework and derives key strengths and opportunities through a SWOT analysis. Based on these findings, the study proposes a DIME-based strategy to expand South Korea's defense industry's global supply chain through cooperation with NATO. The analysis reveals that South Korea's defense industry possesses significant opportunities to enhance its global competitiveness, leveraging its advanced military technology and compliance with NATO standards. The increasing defense budgets and modernization demands of NATO member states are expected to contribute positively to the expansion of South Korea's defense exports. However, challenges such as maintaining diplomatic balance with China and Russia, reducing dependence on foreign core components, and strengthening financial support for the defense sector remain critical issues. To address these challenges, this study proposes an integrated DIME strategy, encompassing diplomatic cooperation with NATO (Diplomatic), information-sharing and technology protection (Information), military interoperability and joint development (Military), and financial support for the defense industry and supply chain diversification (Economic).
