북한은 6차례 핵실험을 통해 핵탄두의 소형화·경량화를 달성하였고, 최근에는 핵무기 사용조건을 구체화한 ‘핵 무력 정책법’을 공포하는 등 한반도 내 위협은 점증하고 있는 실정이다. 이에 대응하여 우리는 선제 탐지/타격(킬 체인), 다층 미사일 방어(KAMD), 응징 보복(KMPR) 등 한국형 3축 체계 구축을 위한 노력을 시도하고 있으나, ISR 역량의 한계, 고고도 요격의 제한, 신형 위협(극초음속·변칙 궤도)의 증가 그리고 정치·외교적·법적 제약 등 실전 적용에 어려운 제약이 존재하고 있다. 이러한 시점에서 본 논문은 북한의 핵·미사일 능력 고도화 현황을 분석하고, ‘북한의 핵무기 예상 시나리오’를 설정하여 우리 군의 ‘한국형 3축 체계’의 개념과 한계, 발전방안을 제시하고자 한다.
Abstract
North Korea has achieved miniaturization and weight reduction of nuclear warheads through six nuclear tests, and recently promulgated the Nuclear Force Policy Act, which specifies the conditions for using nuclear weapons, and threats on the Korean Peninsula are increasing. In response, we are attempting to build a Korean-style three-axis system, including preemptive detection/strike(Kill Chain), multi-layered missile defense(KAMD), and retribution retaliation(KMPR), but there are difficult restrictions on practical application, such as limitations in ISR capabilities, restrictions on high-altitude interceptions, increased new threats (hypersonic, anomalous trajectories), and political, diplomatic, and legal restrictions. At this point, this study analyzes the current status of North Korea's advancement of nuclear and missile capabilities and sets a 'Planning Scenario for North Korea' to present the concept, limitations, and development plans of the Korean military's 'Korean-style three-axis system'.
