Abstract
The 21st century warfare is undergoing rapid transformation driven by advances in artificial intelligence, autonomous weapons, and cyber capabilities. However, existing debates remain largely focused on “wartime warfare,” emphasizing full-scale armed conflict and leaning toward technological determinism. This study introduces the concept of “peacetime warfare” to better capture the unique strategic realities of the Korean Peninsula, where North Korea persistently engages in cyber attacks, cognitive operations, hybrid tactics, and limited provocations even outside wartime. Unlike gray zone conflicts, which occur below the threshold of war and typically involve identifiable actors, peacetime warfare encompasses broader phenomena, including covert or unrecognized hostilities. The paper categorizes peacetime warfare in Korea into four patterns—conventional provocations, cyber warfare, cognitive warfare, and hybrid warfare—and examines how these dynamics may escalate into wartime scenarios. It also analyzes how Korea’s geographical and climatic conditions, along with potential interventions by neighboring powers, affect wartime operations. By doing so, the study presents a new conceptual framework for understanding future warfare on the Korean Peninsula and derives strategic implications that may inform defense policy and national security strategy.
