이스라엘군은 과거 아랍국가들과의 전쟁에서 유형자원의 열세에도 불구하고, 강한 동기와 사기, 결속력에 기반한 통합전력을 발휘하며 높은 군사적 성과를 거두었다. 그러나, 최근 가자지구 전쟁에서는 국내정치와 국제관계 차원에서 지지와 정당성 약화 문제가 제기되며 전투 성과보다는 정치적실패가 주요 쟁점으로 논의되고 있다. 본 연구는 이러한 사례를 이해하기 위한 이론적 근거로 군사적 효과성이론에 주목한다. 군사적 효과성은 국가가 보유한 물리적⋅정치적 자원을활용해 군사적 성과를 창출하는 능력을 의미한다. 이러한 맥락에서 국가안보정책과 군사전략, 작전과 전술로 이어지는 수직적 군사활동을 개방체제이론과 접목하여 군사적 효과성을 평가하는 다층적 분석틀로 제시한다. 이스라엘 가자지구 전쟁사례에 다층적 분석틀을 적용한 결과, 군사활동수준 간에는 위계관계와 상충관계가 동시에 작동하는 것으로 나타났다. 이는 단순한 군비경쟁(arms race) 논리를 넘어 군사적 효과성에 영향을 미치는 국내외 정치요인의 중요성을 강조하며 군사적 목표를 달성하기 위해 정치, 행정, 시민사회를 포함한 민간부문과 군 조직 간의 협력적 대화(collaborative dialogue)가 필수적임을 시사한다.
Abstract
This study examines the concept of military effectiveness, defined as the ability to generate favorable military outcomes from available physical and political resources. Military effectiveness provides an analytical lens for understanding how states pursue sustainable national security while navigating security dilemmas arising from material power competition. To this end, the study develops a multilayered framework that evaluates military effectiveness across political, strategic, operational, and tactical levels. The framework incorporates Open System Theory, highlighting the interactions between military organizations and their broader national and social environments. Applying this framework to the Israel–Gaza war reveals both hierarchical linkages and trade-offs across different levels of military activity. The findings demonstrate that, beyond the discourse of an arms race, domestic and international political factors critically shape military effectiveness. Finally, the study underscores the importance of collaborative dialogue between civilian sectors (politics, public administration, civil society) and the military in achieving strategic objectives.
