Abstract

The North Korea-China-Russia (DPRK-China-Russia) trilateral relationship is undergoing qualitative structural changes and a reconfiguration of hierarchy amid the rapidly shifting security environment in Northeast Asia. This study applies the Regional Security Complex (RSC) theory to analyze the formation, stability, structural transformation, and hierarchical shifts within this triangular relationship. From the Soviet-led ideological alliance during the Cold War, to a China-centered asymmetric structure after the Cold War, the triangle has evolved into a more dynamic configuration due to external and internal drivers such as the U.S.-China strategic rivalry, the prolonged Russia-Ukraine war, and the signing of the DPRK-Russia treaty in 2024. The treaty marked a major internal transformation, enhancing the functional cohesion of the complex, but the presence of U.S.-led overwhelming structures has constrained its institutionalization. As a result, the DPRK-China-Russia triangle exhibits the characteristics of a “limited complex” with both strengthened functional ties and structural fluidity. This study provides empirical analysis of the triangular dynamics and offers policy implications for regional security in East Asia.
