북한의 제4세대 전쟁에 대한 한국군 대응방안 - 북한의 무력도발 후 수세로 전환 시를 중심으로 -

초록

본 논문의 연구문제는 제4세대 전쟁이론을 우리 한반도에 어떻게 적용할 것인가이다. 이를 위해 그동안 연구되어 온 제4세대 전쟁이론을 바탕으로 제4세대 전쟁의 특징과 이전 세대 전쟁과의 차이를 분석하고, 미래 전쟁양상을 판단함으로써 장차 한반도에서 북한의 위협에 대한 한국군의 대응방안을 제시하고자 했다. 제4세대 전쟁의 특징은 이전 세대와 제4세대 전쟁의 차이점을 제시하고, 클라우제비츠의 삼위일체론의 측면에서 제4세대 전쟁의 특징을 살펴보았다. 제4세대 전쟁의본질은 국가 대 비국가적 행위자 간의 정치적 수단, 전쟁수행 수단 및 방법의 비대칭성 적용, 장기전 추구, 불확실성의 영역 등 4가지로 추론하고 미래 전개양상은 초국가적인 테러 및 사이버전, 비군사적 수단 위주의 비대칭전 증대, 개인 및 소규모 집단에의한 대리전, 비치사성의 심리전 및 네트워크전 전개 등 4가지로 제시하였다. 본 논문은 전쟁의 본질에 기초하여 제4세대 전쟁양상에 대한 분석을 통해 한반도에서의 제4세대 전쟁양상은 북한의 무력도발 후 수세로 전환 시로 한정하여 전망하였다. 이에 대한 한국군의 대응방안은 북한의 정치적 의지를 조기 약화시키기 위한 단기전수행, 북한 주민의 민심 획득, 북한지역 조기 안정화 노력, 연합전력의 효율적 운용, 다수의 소규모 부대화 및 스워밍 개념 적용, 비국가적 행위자들 간의 네트워크 차단및 지역적 협력 강화 등 6가지로 제시하였다. 본 연구는 북한의 제4세대 전쟁에 대한한국군의 대응방안을 제시함으로써 현재 및 미래 전쟁에 대한 유연성을 제공한다는 점에서 의의가 있다.

Abstract

The research question of this paper is how to apply the fourth-generation warfare theory to the Korean peninsula. To this end, based on the 4th generation warfare theory, the paper analyzed the characteristics of the 4th generation warfare and the difference between the previous generations warfare, and judged the future warfare patterns to present the ROK military's countermeasures against the North Korean threat on the Korean Peninsula in the future. The characteristics of the 4th generation war were presented a difference between the previous generation and the 4th generation warfare, and the characteristics of the 4th generation warfare were examined in terms of Clausewitz's Trinitarianism. The nature of the fourth generation warfare is inferred in four ways: political means between state versus non-state actors, applying asymmetry of the means and methods of warfare, pursuing long-term wars and areas of uncertainty. It was presented in four categories: increasing asymmetric warfare focusing on non-military means, proxy warfare by individuals and small groups, psychological warfare of non-military nature, and network development. This paper is meaningful in that it provides flexibility for current and future warfare by presenting countermeasures for the Korean military in preparation for the 4th generation warfare on the Korean Peninsula through analyzing patterns of the 4th generation warfare based on the nature of the war. The pattern of the fourth-generation warfare on the Korean Peninsula was projected only when North Korea turned to defensive after an offensive by armed provocation. The ROK military's countermeasures against this were presented in seven ways: conducting a short-term war to weaken the political will of North Korea early, gaining public sentiment from North Koreans, making efforts to stabilize the North Korean region early, using the coalition force efficiently, building a large number of small units, applying the concept of swarming, blocking networks between non-state actors, and strengthening cultural and religious understanding, and regional cooperation.
