장애인 단체 사업수행능력 향상을 위한 컨설팅 효과분석 연구

한국장애인재단은 2005년부터 매년 공모사업의 형태로 소규모 풀뿌리 장애인 단체를 중심으로 다수의 장애인 단체를 지원해왔다. 그간 사업비 집행의 투명성 제고를 위해 중간평가가 이루어 졌으나, 사업 수행을 위한 맞춤형 컨설팅이 시도된 적이 없었다. 이에 2018년도에 풀뿌리 장애인 단체의 사업수행 능력 향상을 위한 모니터링 및 컨설팅이 시도되었고, 이를 통해 장애인 단체의 특성을 이해하고 한국장애인재단의 향후 지원방안을 제고하고자 하였다. 이에 본 연구는 2018년도에 한국장애인재단에서 사업비지원을 받은 31개 장애인 단체에 대한 컨설팅과 모니터링을 실시하고 이에 대한 효과성을 분석하였다. 또한 4개 유형으로 장애인 단체를 구분하여 각각의 특징을 알아보고 향후 장애인단체 지원방향을 제고하고자 하였다. 컨설팅 및 모니터링 전후로 대응표본 t검증을 실시한 결과 사업수행(10.1%), 회계관리(5.14%), 문서관리(3.57%), 운영전반(3.54%) 순으로 역량이 향상되었으며, 사전·사후 총 사업수행률은 16.96% 상승한 것으로 나타났다. 사업운영전반, 사업수행 영역은 통계적으로 유의미한 상승률을 보여 두 영역에 한해서는 컨설팅 효과성이 입증된 것으로 나타났다. 또한 장애인 단체를 사업 수행률과 컨설팅 반영률의 정도에 따라 분류한 결과, 컨설팅 효과 있는 단체(사업수행률과 컨설팅 반영률이 높은 집단), 안타까운 단체(사업수행률은 낮으나 컨설팅 반영률은 높은 집단), 열심히 안하는 단체(사업수행률과 컨설팅 반영률이 모두 낮은 집단), 기본이 있는 단체(사업수행률은 높으나 컨설팅 반영률이 낮은 집단)의 4가지 유형으로 분류되었다. 이를 바탕으로 장애인단체를 대상으로 실시 할 수 있는 정책적, 실천적 방안을 제언하였다. 특히 장애인 단체 직원에 대한 역량강화교육 및 맞춤형 지속적 컨설팅이 필요함을 강조하였다.
Abstract
The Korea Disabled Foundation has supported a number of disabled groups, mainly small grassroots groups, since 2005 in the form of public offerings. In the past, an interim assessment has been made to enhance transparency in the execution of the project, but customized consulting has never been attempted to carry out the project. Thus, in 2018, monitoring and consulting was attempted to improve the ability of grassroots organizations for the disabled to carry out projects, and through these efforts, the Korea Foundation for the Disabled understood the characteristics of the disabled groups and wanted to enhance future support measures. This study conducted consulting and monitoring of 31 disabled organizations that received program funding from the Korea Foundation for the Disabled in 2018 and analyzed their effectiveness In addition, the Commission decided to identify the characteristics of the disabled groups by dividing them into four types, and to enhance the direction of support for disabled groups in the future. The corresponding sample t-verification before and after consulting and monitoring resulted in improved capabilities, followed by program performance (10.1%), accounting management (5.14%), document management (3.57%), and overall operation (3.54%), and total pre- and post-production program performance increased 16.96%. Overall program operations and areas of program execution showed a statistically significant increase in the level of consulting effectiveness in both areas. In addition, the disabled groups were classified into four types: consulting effective organizations (groups with high program performance and consulting reflection rates), regretful organizations (groups with low program performance rates but with high consulting reflection rates), hard-working groups (groups with both low program performance and low consulting reflection rates), and basic groups (groups with high program performance rates but low consulting rates). Based on this, the Commission proposed policy and practical measures that could be implemented for disabled groups.
