Abstract
The hegemon of Ancient Near East in the 7th Century B.C, Assyria, tried various diplomatic methods to Babylonia in order to control the land. The Assyrians made access to Babylonia very differently, especially in the reign of Sennacherib and Esarhaddon. The former proved to show antagonistic strategy in a form of constant aggressive way against Babylonia which has not recognized the sovereignty of Assyria but resisted its hegemony. In contrast to Sennacherib the latter changed the strategy and became friendly to Babylonia. Is this attitude the signal of a change of the traditional policy of the Assyrians to Babylonians? Namely has Esarhaddon changed the hegemonial policy? The results of this policy prove the answer of that question. The strategical tactics were different between both kings. But they did not abandon the traditional policy because they never provincialized Babylonia and let just it under the indirect rule of Assyria namely under hegemonial influence. Here we must keep the enormous differences of the conditions for Sennacherib and Esarhaddon in mind. This kind of the policy of Assyria to Babylonia proved a loose control. It became the fatal handicap later. Therefore Babylonia collapsed Assyria in the end and found a new empire in the Ancient Near East.
