Abstract
The New Assyrian Empire had its own chronical Problem that could not be solved for a long time. The Assyrians were not able to bring the militarily inferior land Babylonia to their control. Babylonia had influenced its advanced culture on Assyria and was not so dangerous to Assyria. This aspect led to the loose control over Babylonia and this land risked even to challenge against Assyria constantly and to try to be independent. From the reign of Tiglathpileser III on (745 BC) the Assyrians tried to control Babylonia through various policies. At first the policy of ‘personal union’ was introduced in which the Assyrian king assumed also the kingship of Babylonia beside his own Assyrian kingship. Then the Assyrians experimented the vassalage for the throne of Babylonia by putting the trustworthy native Babylonian. But these policies proved not so successful. Therefore the Assyrian King Sennacherib set his son on the throne of Babylonia, but the control over that land was not stabilized. Instead it has still resisted against Assyria and showed its constant challenge by uniting the neighbor land Elam. In the final the king of Assyria Assurbanipal brought Babylonia under his hegemony through the war, while he conquered and destroyed Elam totally. As a result the way to cause another mighty land rise from the east of Mesopotamia was prepared, and the alliance between Babylonia and another eastern nation Media capitalized on the turmoil in the government of Assyria. They conquered even the empire of Assyria. Babylonia was under the imperial power of Assyria in most times of New Assyrian age but this land has conquered Assyria in the late phase of this age. We can find one clue to explain this fact in the lacking of Assyrian policy. Firstly, Assyrians were so unflexible in that they sticked just to avoid the military policy by relying on the indirect policy like the way of intelligence. This unserious and unpractical way was led to provide the Babylonians with the chances to challenge against Assyria. Secondly, the Assyrians were generally not sensible or indifferent to find out the effective policies to Babylonia. At that time they have perhaps needed more active policies like the direct governing or the control through the army in Babylonia. One more point I find in the diplomacy of the Assyrians. In most cases they treated one diplomatically significant land, Elam, as enemy. This helped just the friendly relations between Babylonia and Elam. In this sense the full destruction of Elam was also the evidence of unskillful foreign policy in the side of Assyria. The destruction of Elam proved the diplomatical loss for the Assyrians later. They lost one geographically useful buffer state. Till now I reviewed the problems in the Babylonian policy of the Assyrians on the basis of the few preserved sources. From now on we can also expect the archaeological excavations so that we can approach this theme, the relations between Assyria and Babylonia, more deeply. Here we will receive more specific geographical informations in Mesopotamia, where Assyria had to find the better ways to control Babylonia.
