이 논문은 국가별 초고속인터넷산업의 성과지표로 받아들여지고 있는 OECD 자료인 인구 100명당 가입자수 통계가 가지는 여러 가지 결점들을 지적하였다. 이 연구는 보다 정확한 통계인 가구당 보급률, 가격과 품질을 고려한 가구당 보급률 등을 계산하여 실질적인 국가간 성과를 비교하고자 하였다. 이를 위해 먼저 요금과 품질이 보급률에 어떠한 영향을 미치는지를 실증적으로 분석하였다. 추정결과, 요금이 낮을수록 보급률이 높아지며, 서비스의 품질인 속도가 높을수록 보급률이 높아지는 것으로 나타났다. 이렇게 국가별 보급률에 큰 영향을 미치는 가격과 품질을 고려하여 조정된 보급률을 시장의 성과로 계산하여 OECD가입 30개 국가간에 비교한 결과, 성과는 한국, 일본, 스웨덴의 순으로 나타나 OECD의 통계인 100명당 가입률 순서인 덴마크, 네덜란드, 아이슬란드는 정확한 시장성과를 반영한다고 보기 어렵다는 것을 잘 보여주었다. 이 연구를 통하여 우리는 한국의 초고속인터넷 시장은 실제로 체감하는 것만큼 실질적인 시장성과 지표에서도 세계에서 가장 앞서 있다는 사실을 밝혀내었다.
Abstract
This paper points out the weaknesses of OECD diffusion rate statistics as a market performance index in the broadband internet industry. In order to conduct an international comparison study on the market performance of broadband industry, we try to develop more accurate indices such as household penetration rate, price-quality adjusted household penetration rate, and so on. Besides, we analyze how price and quality of broadband internet service affect a country's diffusion rate. Empirical results show that a lower price leads to a higher diffusion rate. It is also shown that a higher quality or a higher speed leads to a higher diffusion rate. Country comparisons with price-quality adjusted market performance indices show that Korea, Japan, and Sweden rather than Denmark, Netherlands, and Iceland are leading countries in the broadband industry. This result shows that OECD diffusion rate statistics cannot reflect accurate market performance. Therefore, this study reaffirms the fact that the Korean market is the most developed one in the broadband industry.
