초고속 인터넷 이용자가 서비스 이용여부를 결정하는 중요한 요인은 요금과 품질이다. 특히 우리나라는 초고속 인터넷 제공 사업자들이 요금경쟁보다는 품질경쟁에 주력하면서 이용자들의 품질에 대한 민감도가 여타 국가에 비해 높은 편이다. 초고속 인터넷의 성장기에는 사업자들이 네트워크의 용량을 증설시켜 이용자들의 품질에 대한 욕구를 충족시켜왔다. 하지만 시장이 포화기로 이행함에 따라 네트워크 용량 증설이 가입자 증가로 연결되지 않기 때문에 투자비용의 회수가 점점 더 어려워지고 있다. 따라서 망중립성 규제의 필요성은 네트워크 사업자와 콘텐츠 사업자간에 더욱더 첨예한 이슈가 되고 있다. 본 논문에서는 초고속 인터넷이 품질에 따라 수직적으로 차별화되어 있어 요금과 품질에 따라 사용여부를 결정하는 이용자, 다양한 콘텐츠를 제공하는 수평차별화 된 콘텐츠 제공 사업자, 콘텐츠 제공 사업자에게 프리미엄 서비스와 최선형 서비스를 제공하는 초고속 인터넷 사업자로 구성된 양면시장 모형을 이용하여 망중립성 규제가 사회후생에 미치는 영향을 분석한다. 분석결과 망중립성 규제의 도입은 프리미엄 서비스를 이용하는 콘텐츠 제공 사업자를 제외한 모든 경제 주체의 후생을 감소시킨다.
Abstract
The key factors to decide subscription of broadband internet service are price and quality. Korean users are very sensitive to the quality of broadband internet than other countries' users since service providers have compete mainly in quality. To satisfy users' needs for quality, network operators have expanded their network capacities. But recently the network expansion is not accompanied by increasing subscribers since the broadband internet market are already saturated. Therefore it becomes harder and harder for network operators to recover network investment cost. Thus network neutrality has become the hottest controversy between network operators and contents providers. This article analyzes the effects of network neutrality on internet price. It also analyzes welfare effects of network neutrality on users, contents providers, and network operators.
